Cols., 0, Form No. 1097 ~ The August 21, 1978 meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jacob Shawan, present. The minutes of the AUg'l1.st 7 meeting were read, Shawan noted that it should be added that the mayor asked Callahan to seek a water report from the MCClory Company, Callahan noted that this should be a council decision. Karrer moved <~pproval of the minutes, Mand seconded, all voted in favor of approval. The clerk read a letter from Jack Walters which noted concern with water runoff from the proposed Evergreen sub- division. A petition with 124 signatures objecting to reserve A in Waterford subdivision to be used for a street was read to council. No village official knew of any plans for such a street. Callahan suggested a ordinance be drawn to convert reserve area to park land. The following bills were submitted for payment. Ordinance 67-78 renting the old village garage to Furniture w.ec"fr'. for $110.00 per month was read for a third time. Shawan moved, Karrer seconded, and it was unanimously passed to amend by deleting section four. Vote on the ordinance - CaU.;ahan, no; Geese, no; Headlee, yes; Karrer, yes; Mand, yes; Shawan, yes. Ordinance 67-78 passed 4~2. '- Ordinance 71-78 confirming the appointment of three reserve police officers was read for a second time. Resolution 25-78 forming a C.I.C. was read for a second time~ r' \ Approval of a prel:i.minary plat of Evergreen was discussed for a s6!Dnd time, Ivor Young asked for an indefinite extension. Callahan moved, Karrer second- ed and it was unanimously passed to grant Evergreen an extension. Shannon ~rk final plat was discussed, Shawan moved, Karrer seconded, and it was unanimously passed to accept the final plat of Shannon Park with the folleolng condition, if and when the village determines water retention is necessary, the developer will provide such retention basin or basins in Shannon Park. Ordinance 73-78 hiring Godwin Bohm to prepare a master pla.n for parks for the ~llage of Dublin was introduced and read for the first time. Total cost $9000.00 and completion date to be November 8, 1978. Mand moved to dispense with the three time reading rule and pass as an emergency measure, Callahan seconded, all voted in favor of the motion and the ordinanoe. Passed 6-0. ~ '* Ordinance 74-78 transferring funds in the amount of $82,'16.80 from the sewer #1 fund to the sewer ~ fund and $26,383.54 from the Coffman Sawmill Road waterline fund to the bond retirement fund was introduced by Karrer and read for the first time. Shawan moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the ordiaance. Passed 6-0. Ordinanoe 75-78 entering into an agreement with the state highway department for repairs to the bridge over the Scioto River was introduced by Headlee and read for the first time. Council discussed the possibility of elimination of one sidewalk and having three lanes of traffic. Geese moved to 4ispense with the three time reading rule and pass as an emergency measure. All voted in favor of the motion. Vote on ordinance - Callahan, no; Geese, yes; Headlee, yes; Karrer, yes; Mand, yes; Shawan, yes. Passed 5-1. Resolution 26-78 setting a public hearing for the rezoning in ordinance 76-78 was introduced Callahan and read for the first time. Callahan moved to dispen e with the three time reading rule, Mand seconded, all voted in favor of the mot n and the resolution. Fassed 6-0. ~ Ordinance 77-78 pennitting the North Area Mental Health to use the village building at 5614 Post Road was introduced by Heai&ee and read for the first time. Geese moved to dispense with the three time reading rule and pass as an emergency measure, Headlee seconded, all voted in favor of the motion and the ordinance. Fassed 6-0. ~ Resolution 27-78 accepting sanitar,y sewer easement from H Dan & Barbara Smith and John H & Mary E Barrett was introduced by Callahan and read for the first time, Callahan moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. Fassed 6-0. Resolution 28-78 accepting sanitar,y sewer easements from Robert C & Patricia Perry was introduced by Callahan and read for the first time, Callahan moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion and the resolution. Passed 6-0. Council disscussed Glick Road repair, further study needed. Mayor noted an interest in a permanent library for the village, Mand asked for an executiv with the police chi~f. Mayor Coffman noted that the mE~yor is in charge of the police department and works through the polioe chief.
