The August 7, 1978, meetingof the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, absent; Robert Karrer, preserit; Charles Mand, present; Jacob Shawan, present. The minutes of July 17 meeting were read, Mr Shawan's motion that was noted as receiving no second was seconded by Karrer but failed on a 2-4 vote. Geese moved approval of the minutes with the correction, Shawan seoonded, all present voted in favor of approval. The following bills were submitted for payment. The other bid was withdrawn by letter. Shawan moved to dis- pense with the three time reading rule, Mand seconded. Callahan, no; Geese, no; Headlee, absent; Karrer, yes; Mand, yes; Shawan, yes: Failed for lack of three-fourths vote. Rezoning ordinaoe 69-78 was discussed. It was the solictors opinion that the motion to refer back to planning and zoning the ordinance, was out of order and that a public hearing date was to be set and that vote on ordinanoe is to be taken. fIII1"" REsolution 21-78 setting atime for a public hearing for rezoning ordinauee 69-78 was introduced by Geese and read for the first time. Hearing to be SEptember 11, 1978. Shawan moved to dispense with the three time reading rmle, Callahan seconded, all present voted in favor of the motio~ and the resolution. Resolution 22-78 to accept tIIIII __ an alternative method for the allocation of local government monies was introduced by Shawan and read for the first time, Karrer moved to dispense with the three time reading rule, Mand seconded, all voted in favor of the motion and the resolution. Resolution 22-78 passed5-o -- Resolution 23~78 accepting easements for sanitary sewer from VErnon C and Beverly A ~tevens was introduoed by Geese and read for the first time, Callahan moved to dispense with the three time reading rule and pass as an emergency measure, Shawan seconded, all present voted in favor of the motion and the resolution. T Callahan and was introduoed by Shawan and read for the first time, Mand moved to dispense with the three time reading rule and to pass as an emergency measure, Geese seconded, all present voted in favor of the motion. Vote on the resolution Callahan, abstain; Geese, yes; Headlee, absent; Karrer, yes; Mand, yes; Shawan, yes; REsolution 24-78 passed 4-0. Ordinance 70-78 amending ordinan€le 21-70 and setting a public hearing was introduced by Mand and read for the first time. Public hearing to be September 11, 1978. Shawan moved to dispense with the three time reading rule to set the public hearing, Geese seconded, all present voted in favor of the motion and the ordillance, passed 5-0. oward D Smith ..... ....., Ordinance 71-78 appointing Christine Yingst, Laurence Schaefer, and Steven Rees as reserve police officers fer a six months probationary period was introduced by Mand and read for the first time. Ordinance 72-78 confirming the final appointment of Charles Jamison and Richard Hatfield as full time police officers was introduced by Geese and read for the first time, Shawan moved to dispense with the three time reading rule, Geese seconded, all present voted in favor of the motion and the rDdinance. Ordinance 72-78 passed 5-0. Resolution 2(-78 designating the Dublin Area Community ImprovementCorporation was introduced by Karrer and read for the first time. Approval of the Evergre~ preliminary plat was discussed, deferred to next meeting. Final approval of Shannan Park was discussed, deferred to next meeti · Geese moved, Shawan seoonded and it was unanimously passed by those present to refer to planning and zoning1two rezonings, Coffman-Miller tract and 40 acres on Dublin Road. Callahan moved, Mand seoonded, and it was unanimously passed by those present to seek a six month extension from EPA for #2 sewer. Callahan moved, Shawan seconded, and it was unanimously passed that the village adminstrator seek the following for impOlPVements to Glick Road - (1) discuss and obtain a verbal pricing for all repairs as listed on the Burgess and Niple map ~2) price for total rebuilding from spot #5 to spot #14 (3) total rebuilding from state route #145 to Muirfield Drive (4) legality of load limits. Godwin 130hm presented a master plan for parks, ordinance to be drawn for acceptance of plan. Shawan asked about plans for solution to water pressure problem in Muirfie~d. Callahan said information should come from McClory Company upon request from council. Geese asked for the number of taps on Summitview line. Mand reported on Green Glen Road Race, cited need for accoustical siludy of council chambers, and solution to police use of new building..Mayor Coffman noted lower area of building being pre- pared for police use.
