The July 17, 1978, meeting of the Village of Dublin council was called to order
by council president Robert Karrer. Roll call - William Callahan, present;
Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present;
Charles Mand, present; Jacob Shawan, present. The minutes of the July 10
meeting were read, Headlee moved approval, Shawan seconded, all voted in favor.
The following bills were submitted for payment:

Geese moved payment of the bills, Mand seconded, all voted in fauor.

The clerk read a letter from Cardinal Foods, opposing the proposed CIC reso-
lution which would consider the way of financing a shopping center.

Resolution 17-78 concerning the payment of $36 for the sharing of
easements with the Ohio Bill Telephone Company along for
a third time. All voted in favor, passed 6-0.

Resolution 18-78 expressing appreciation to L E Thornton ~ his leadership
for the Fourth of July celebration was introduced by Headlee and read for
the first time. Geese moved to dispense with the three time reading rule,
Mand seconded, all voted in favor of the motion and the resolution, passed 6-0.
Ordinance 66-78 accepting the '!rental and lease bid for the old rm.micipal
building at 12~ ~o* High Street for #350.00 per month from The Dublin Forum
was introduced an~read for the first time. Headlee moved to dispense with
the three time reading rule and pass as an emergency measure, Shawan seconded,
all voted in favor of the motion and the ordinance, passed 6-0.
Ordinance 67-78 accepting the rental and lease bid for the old municipal
garage building at 129 South High Street for $110.00 per month from Furniture
Workshop was introduced by Mand and read for the first time. A 1representative
from Eastland Chainsaw asked why his bid of $111.00 per month was not accepted..
Council asked solicitor for a 199al opinion concerning acceptance of such bids.
Ordinance 68-78 to issue a note in the amount of $970,000.00 to t~e Ohio
National Bank for the Old Dublin Waterline, interest rate to be 5.40%, was
introduced by Headlee and read for the first time. Callahan moved to dispense
with the three time reading rule and pass as an emergency measure, Shawan
seconded, all voted in favor of the motion and the ordinance, passed 6-0.

Ordinance 69-78 a rezoning ordin&'.llce to rezone to R-3J 134+ acres in Donegal
Cliffs was introduced by Shawan and read for the first time. Headlee moved to
refer the rezoning back to planning and zoning, Mand seconded, Callahan, yes;
Geese, yes; Headlee, yes; Karrer, yes; Mand, yes; Shawan, no. Passed 5-1.

Shawan moved that council rule of order be waived in order to introduce a
resolution to designate a Dublin Community Area Commnnity Improvement Corpor-

Shawan asked for a report on water solution in Muirfield, information to be
provided to council members. Headlee informed council of a requ~st to put
a newspaper vending box at the new municipal building, council did>not seem
to favor, no action. Sheldon noted a drainage problem on West side of road
at middle school, school will buy tile if village will install, council
approved.
