Form No. 1097 ~ Held JULY 10, 1978 19 The July 10, 1978, meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, absent; Ronald Geese, present, Catherine Headlee, present; Robert Karrer. present; Charles Mand, present; Jacob Shawan, present. The min utes of the June 19 meeting were read, Mand moved approval. Headlee seconded, all present voted in favor. The minutes of the special meeting on July 6 were read, Karrer moved approval, Geese seconded. all present voted in favor. The following bills were sub- mitted for approval. Geese seconded, all present voted in favor. Phil JOhnston, attorney. presented a proposal of Community Improvement Corpor- ation. People are needed to serve on committee which would do industrial and commercial research. Resolution to be presented to council. r-- '- r- ...... A public hearing was held on 1979 budget. including federal revenue sharing funds. Shawan moved. Headlee seconded, and it was unanimously passed by those present to adopt the 1979 budget of $1.763,787.00. Ordinance 46-78 accepting a rezoning to FUD of 15+ acres in Muirfield Village was read for a third time. All present voted in favor of the ordinance. Passed 5-0. ~ -- Ordinance 57-78 electing a commission to frame a charter was read for a third time. All present voted in favor of the ordinance, passed 5-0. Resolution 17-78 regarding the payment of easements with Ohio Bell TelephOne was read for a second time. Ordinance 63-78 employing Lisa Fouty as a clerical assistam'tfWas introduced by Mand and read for the first time. Geese moved to dispense With the three time reading rule and pass as an emergency measure, Headlee seconded. all present voted in favor of the motion and the o~inance, passed 5-0. Ordinance 64-78 transferring $55,000.00 to the safety-police fund and $40.000.0( to the street fund from the general fund was introduced by Shawan and read for the first time, Geese moved to dispense with the three time reading rule r- ~2:28 RECORD OF PROCEEDINGS Minutes of ~ Meeting National Graphics Corp., Cols., O. Resolution 18-78 accepting an agreement with the state highway department for improvements at'the interseotion of state routes 161, 33 & 257, oost to the village $9376.00, was introduced by Mand and read for the first time. Mand moved to dispense with the three time reading rule and pass as an emergenoy measure, Shawan seconded, all present voted in favor of the motion and the resolution, passed 5-0. Ordinance 65-78 aocepting the bid of Craft General Contraotors in the amount of $853,223.93 for the Old fublin waterline was introduoed by Headlee and read for the first time, Shawan moved to dispense with the three time read- ing rule and pass as an emergenoy measure, Mand seoonded, all present voted in favor of the motion and the ordinance, passed 5-0. ~ """" Dennis Fennesey,trepresenting ABC Refuse Collection, voioed objection to the village awarding the trash collection contraot to another oompany that was not the low bidder. He asked for ~ the reason that his company did not get the oontraot. Counoil to have reply at next meeting.
