The June 10, 1978 meeting of the Vi Ilage of Du~1 in Counci I was
called to order ~y Mayor Charles Coffman. RoI I cal I - William
Callahan, present; Ronald Geese, present; Catherine Headlee, pre-
sent; Ro~ert Karrer, present; Charles Mand, present; Jaco~ Shawan,
present. The minutes of the June 5 meeting were read, Mand moved,
seconded ~y Karrer and it was unanimously passed to approve the
minutes. The following ~ills were submitted for payment:

A pu~lic hearing was held on the proposed rezoning of approximatel~
15 acres in Muirfield to P.If.D. and the Ordinance was read for the
second time.
Ordinance 50-78 ret~ng a Village Solicitor was read for the third
time and all Council members voted yes except Mr. Shawan who voted
No. Ordinance passed 5-1.
Ordinance 57-78 to elect a Commission to frame a charter was read
for a second time.
Ordinance 58-78 accepting a bid for Trash Collection servIces was
indtroduced by Mr. Karrer and read for the first time. Mr. Shawan
moved, seconded by Mrs. Headlee to dispense with the three time
reading rule and pass as an emergency measure. AI I voted yes ex-
cept Mr. Callahan who voted No. Vote on the Ordinance was also
5-1 for passage with Mr. Callahan voting No.
Ordinance 59-78 to employ a clerical assistant was introduced by
Mr. Karrer and read for the first time. Mr. Geese moved, seconded
by Mr. Shawan to dispense with the three time reading rule. Vote
on the motion and the Ordinance was unanimous and Ordinance passed
n-O as an emergency measure.

Resolution 16-78 establishing public hearing date on 1979 Budget
was introduced by Mrs. Headlee and read for the first time. Mr.
Callahan moved, seconded by Mr. Geese to dispense with the three
time reading rule. Yote on the motion and the Resolution was un-
animolls and the Resolution passed 6-0 as an emer~ency measure.
Resolution 17-78 for payment of easements was introduced by Mr.
Geese and read for the first time. Mr. Geese moved, seconded by

Mr. Mand to dispense with the three time reading rule. Vote on
the motion was: Callahan, No; Geese, Yes: Headlee, Yes; Karrer,
Yes; Mand, No; Shawan, No. Motion failed and Resolution will be
read for second time at July 10, 1978 meeting.

Ordinance 60-78 providing for central purchasing under the Admin-
istrator was introduced by Mr. Mand and read for the first time.
Mr. Callahan introduced amendments to the Ordinance, seconded by
Mr. Geese and all voted Yes on the amendments. Mr. Geese moved,
seconded by Mr. Karrer to dispense with the three time reading
rule and pass as an emergency. All voted in favor of the motion
and the Ordinance and it was passed 6-0.
Since Ordinance 61-78 dealin9 with Reserve Police Officers was
not on the original Agenda, the Council voted unanimously to dis-
pense with the Council rule of order. The Ordinance was then in-
troduced by Mr. Geese and read for the first time. Mr. Geese
moved certain amendments to the Ordinance which were seconded by
Mr. Mand. All voted in favor of the amendments. Mr. Karrer then
moved, seconded by Mr. Callahan to dispense with the three time
reading rule and pass as an emergency measure. All voted in favo
of the motion and the Ordinance and it passed 6-0.
Since Ordinance 62-78 dealing with Click Road was not on the orIg-
inal Agenda, the Counci I voted unanimously to dispense with the
Council rule of order. The Ordinance was int~oduced by Mr. Geese
and read for the first time. Mr. Geese moved, seconded by Mr.
Karrer to dispense with the three time reading rule. All voted
in favor of the motion and the Ordinance and it passed 6-0.

Mr. Ruffing and Mr. Thomas of lilly-Mar Court appeared before
Counci I with a ditch grading problem relating to Phase I Sewer
construction. It was decided that contact would be made with
Concrete Construction Company to see if they would regrade the
ditch and if not, the Village would do the mecessary work.
A meetinp was established for Thursday July 6, 1978 at which the
Council and P&Z would discuss the proposed Sign Code changes and
Counci I would discuss the 1979 Rudget and the 5 year Capital
Improvement Program.
There being no further business, Mayor Coffman declared the meet-
ing adjourned at 9:52 P.M.
