A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE COFFMAN PARK PLATFORM TENNIS PROJECT
AND AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR THE PROJECT.

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Coffman
Park Platform Tennis Project; and
WHEREAS, Council has determined that the base bid in the amount of
$338,880.00 submitted by Total Platform Tennis LLC is the lowest and best
bid; and
WHEREAS, this project was programmed in the 2017 CIP; and
WHEREAS, funding will be available in the Capital Improvements Tax Fund.
NOW, THEREFO E, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring, that:
Section 1. The base bid in the amount of $338,880.00 submitted by Total
Platform Tennis LLC is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Total Platform Tennis LLC for the Coffman Park Platform Tennis Project as
specified within the bid proposal and the City's bid documents on ale in the
Department of Parks &Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolution sha take effect and be in force upon passage in
accorc�nce with Section 4.0 a) of the Revised Charter.

Re; Resolution 45-18 - Churchman Road Streetscape Planting Pian
At the August 13, 2018 City Council meeting discussion regarding Resolution 45-18, the
Churchman Road Streetscape Planting Plan Bid Acceptance, there were questions and suggested
modifications related to the streetscape planting plan specifications, Following is a summary of the
items of concern with responses related to each,
Width of Verge (Tree lawns);
The tree lawn space along Churchman Road meets or exceeds the City's standard, which is a
minimum of 7 feet wide, Generally, the width of the Churchman Road Verge along its length is 8
feet in width and at its narrowest point is approximately 7' 1" wide in one tapered section on the
north side of the road from Wind Rose Way to Cosgray Road,
Council asked if the property to the east of the shared -use path could be considered as an option,
This property is currently platted as City of Dublin as an open space "Reserve" within the
development, and is the responsibility of the HOA to maintain. Further, the areas to the last of the
shared -use path contain landscaping beds and trees as part of the development planting plan, By
shifting the planting of trees to the other side of the path, staff believes it will interfere with these
plantings and result in a skewed, asymmetrical look and feel along the Churchman Road corridor.
With the width of the tree lawn areas exceeding the City's standard, staff recommends the trees
remain as noted in the plan,
Streetscape Plan Specification language;
Following is specification language within the Streetscape Plan related to Tree Sourcing and Soil
Requirements as requested;
1. Tree Sourcing Limitations
a, Section 329300 -- Plants, 1,4 Submittals, A,1, — Plant Materials: Include quantities,
sizes, quality, and sources for plant materials,
i, This provides the ability to reject a plant source based on not only the zone
of origin, but for other criteria such as the predominate soil type and (pH)
measurement being different than this area,
b. Section 329300 — Plants, 1,5 Quality Assurance, F Plant Material Observation;
Owner may observe plant material either at place of growth or at site before
planting for compliance with requirements for genus, species, variety, cultivar, size
and quality, Owner retains right to observe trees and shrubs further for size and
condition of balls and root systems, growth habit, pests, disease symptoms, injuries,

and latent defects and to reject unsatisfactory or defective material at any time
during progress of work, Remove rejected trees or shrubs immediately from project
site.
Purpose; To confirm the soil and health of the trees are suitable for planting.
Soil Specifications - Construdion Projects (Roadway and Planting done together);
a, Secdon319300-Plantg,13QualltyAssurance,Hoil-Testing Laboratory
Qualifications; An independent or university laboratory, recognized by the State
Department of Agriculture, with the experience and capability to conduct the testing
indicated and that specializes in types of tests to be performed,
Purpose, Provides a control on the testing agency for findings.
It. Section 329300 -Plants, 1,5Qualit Assurance,CSdIAnaly§s.For each
unamended soil type, furnish soil analysis and a written report by a qualified soil -
testing laboratory stating percentages of organic matter; gradation of sand, silt and
clay content; cation exchange capacity; sodium absorption ratio; deleterious
material; pH; and mineral and plant -nutrient content of the soil.
Purpose; Establishes a guide to the suitability of the soil of the site for planting,
c, Section 319300 -Plants, 15Qualil Assurance, CSbilAnalyk,, 4,a: Based on the
test results, state recommendations for the soil treatments and soil amendments to
be Incorporated. State recommendations in weight per 1000 square feet or volume
per cubic yard for nitrogen, phosphorus, and potash nutrients and soil amendments
to be added to produce satisfactory planting soil suitable for healthy, viable plants.
Purpose; Establishes a guide for the contractor to either amend the soil in place or,
they may choose to And a replacement soil that would require the same testing.
d, Secb'on329300-Plants, 3.3 Planting AlreaEstablishmen4A: Loosen subgrade of
planting areas to a minimum depth of 12 Inches. Remove stones larger than 1 inch
In any dimension and sticks, roots, rubbish, and other extraneous matter and legally
dispose of them off Owner's Property; Subsection (1) and adds the requirements to
add superphosphate fertilizer directly to the subgrade before loosening and to blend
the planting soil (upper 12 Inches of soil) off-site before spreading.
Purpose; To ensure loosening of the subsoil area from 12 - 24 inches deep in the
planting area and adds the appropriate fertilizer to promote normal root growth
below the soil,

to a depth of 12 inches but not Is than required to meet finish grades after
natural settlement, Do not spread if planting soil or subgrade is frozen, muddy, or
excessively wet; Subsection (a) adds the requirement to spread approximately one-
half the thickness of the planting soil over loosened subgrade. Mix thoroughly into
top 4 inches of subgrade, Spread remainder of planting soil,
Purpose; To provide the amount of planting soil (amended replaced) for the trees
in accordance with the industry's standard practice,

a, The specifications for soils as noted above apply, except the planting areas are

limited to the dug tree holes, which are required to be 2 — 3 times the width of the
tree root ball,
Purpose; To maintain the existing and established tree lawn area for replacements
or streetscape refresh projects, Reworking the full 24 inches of soil for each tree's
influenced area would subject medians and verges to a constant flux and would be
very cost prohibitive. Additionally, a number of tree nurseries and landscape
contractors around the country do not advocate complete replacement of soils for
street tree planting. Due to the "potted plant" roots effect, when the root systems
of plants choose to stay in a much more fertile soil rather than growing out into the
poorer soil areas. This leads to encirclement of roots and shorter tree lifespans. The
preferred method is to amend the soils, which provides the tree with a more
gradual soil composition change from the tree root ball to the amended soils
(utilizing on-site f localized soil), to the un -amended soils beyond the project area.
This leads to less of a soil shock from two completely different soil compositions
being side by side,
Recommendation
Churchman Road was constructed by the Engineering Division and included funding for Churchman
Road Streetscape Planting Plan, This project will utilize that 2018 Engineering CIP Fund in the
amount of $150,000 for its completion. The project will provide street trees along the length of
Churchman Road and tree, shrub, and ground cover plantings in the roundabout at its southern
end. These plantings will complete the improvements for the Churchman Road corridor,
Staff recommends adoption of Resolution 45-18, accepting the complete bid by Builderscape,
Although there was only one bidder for this project, Builderscape has completed many projects for
the City of Dublin and staff has found their work to be satisfactory.
On Tuesday, July 31, 2018 bids were opened for the Churchman Road Streetscape Planting Pian,
Only one (1) bid was received (Exhibit A). The bid was in the amount of $136,750. Staff has
reviewed the bid versus the estimated amounts and finds it to be consistent with our internal
estimated cost,

Background

Fund in the amount of $150,000. This project will provide street trees along the length of
Churchman Road and tree, shrub, and ground cover plantings in the roundabout at its southern
end, These plantings will complete the road improvements along Churchman Road,

Recommendation
Staff recommends adoption of Resolution 4518, accepting the complete bid by Builderscape.
Although there was only one bidder for this project, Builderscape has completed many projects for
the City of Dublin and staff has found their work to be satisfactory.
