J: iC,___'J Held .June 5, t 978 The June 5, 1978, meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jacob Shawan, present. The minutes of the May 15 meeting were read, Mand moved, Callahan seconded and it was unanimously passed to approve the minu es with the following correction, amendment to motion about time of meetings pass- ed, not failed. Adminstrator Sheldon suggested possible uses as prinCipally street equipment. To be acted on with entire budget at July 10 meeting. Ken Manning, representing the Maple Glen subdivision, requested permission for a lot owner to begin to build a house before all street improvements are made. Mand moved, Shawan seconded, that council accept Mr Mannings request and waive the requirment since the performance bond on the imporvements has been subnitted. Callahan, no; Geese, no; Headlee, no; Karre:r, no; Mand, yes; Shawan, no. Motion failed 1-5. Mand suggested that planning and zoning look a1 the wording the ordinance governing building. Council concurred with Mand. "... Ordinance 50-78 hiring a village solicitor was read for a second time. -- Ordinance 28-78 amending IUD zoning for Shannon Park was read for a third time, Mand moved to amend the ordinance by adding the water retention plan subnitted to council, Headlee seconded, all voted in favor of the amendment. A motion by Mand, a second by Headle19, and a unanimous vote had taken ordinance 28-78 from the table. Ordinance 28-78 with the amendment was unanimously passed. 6-0. Ordinance 41-78 the Brand Road portion of the Northwest Waterline was read for a thrid time. Geese moved to table ordinance 41-78, Callahan seconded, Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no; Motion to table, passed 4-2. Ordinance 51-78 for the Eenewalof $368,000.00 in notes for the municipal building was introduced by Geese and read for the first time. Callahan moved to dispense with the three time reading rule and pass as an emergency measure, Mand seconded, all voted in favor of the motion and the ordinance, passed 6-0 - (-""qh G <.",,1) RECORD OF PROCEEDINGS Minutes of Meeting ~ National Graphics Corp., Cols., O. Held June 5,1 978 continued 19 Ordinance 52-18 authorizing the purchase of Scioto Park from Guy Investment Company was introduced by Geese and read for the first time, Geese moved to dispense with the three time reading rule, Mand seconded, Callahan,yee; Geese, yes; Headlee, yes; Karrer, yes; Mand, yes; Shawan, no. Motion passed 5-1. Vote on the ordinance was unanimous, passed 6-0. ~ Ordinance 53-18 authorizing the transfer of $30,000.00 from the general fund to the police safety fund was introduced by Mand and read for the first time. Geese moved to dispense with the three time reading rule and pass as an emer- gency measure, Callahan seconded, all voted in favor of the motion and the ordinance. Ordinance 53-18 passed 6-0. 'fII1IIIIIl Ordinance 54-18 determining to proceed with the phase two sanitary sewer~ was introduced by Headlee and read for the first time, Shawan moved to dispense wi ~ the three time reading rule and pass as an emergency measure, Headlee seconded all voted in favor the motion and the ordinance. Ordinance 54-18 passed 6-0. Ordinance 55-18 determining to proceed with the Old Dublin waterlines was introduced by Karrer and read for the first time, Mand moved to dispense with the three time. reading rule and pass as an emergency measure, Callahan seconde( , all voted in favor of the motion and the ordinance. Ordinance 55-18 passed 6-0 Ordinance 56-18 accepting the bid of Service Supply in the amount of $15,156.0( for a salt storage building was introduced by Nand and read for the first time Mand moved to dispense with the three time reading rule and pass as an emergency mea.sure, Headlee seconded, all voted in favor of approval of the motion and the ordinance. Ordinance 56-18 passed 6-0. Ordinance 51-18 to elect a commission to frame a charter for the Village of Dublin was introduced by Callahan and read for the first time. ....
