The May 15 meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles,Mand, present; Jacob Shawan, present. The minutes of the May 1 meeting were read, Callahan moved approval, Headlee seconded, all voted in favor of approval. "..... Dr Stoycheff asked council to give him pennission to install a private drive- way to his lots on the Arrowhead Road right-a-way. Geese moved, Mand seconded and it was unanimously passed to not accept Dr Stoychef's proposal. -- Dr Paul Klein, a resident of Bellaire Drive, asked about sewer assessemnts, route of sewer, property damage, effect t4J his well and other problems of the #2 sewer line. Village adminstrator to arrange a meeting with Dr Klein and Bill Meyers, village engineer. Ordinance 28-78 amending the zoning of Shannon Park to PUD was read for a third time, Callahan moved to table, Headlee seconded, Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Motion to table passed 4-2. Geese moved, Shawan seconded, to table Ordinance 24-78 which would amend the sign section of the zoningAcode. Motion and second withdrawn. Shawan moved, Geese seconded, and it was unanimously passed to refer ordinance 24.,.78 baok to planning and zoning and council members are to subni t wi thin the next two weeks, written statements or guidelines, to planning and zoning, and ordinance is to come back to council June ft. Ordinance 31-78 limiting parking on High Street was read for a third time. All voted in favor of the Ordinance. Ordinance 31-78 passed 6-0. .".... Ordinance 37-78 accepting the bids of Robert McDonnan for two new police cruisers was read for a second time, Geese moved to dispense with the three time reading rule and pass as an emergency measure, Karrer seconded,Callahan, no; Geese, yes; Headlee, yes; Karrer, yes; Mand, no; Shawan, yes. Vote 4-2 ~,~,~ not~needed three-fourths. Geese moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion. Ordinance 41-78 concerning the Brand Road portion of the Northwest water line was read for a second time. Callahan moved, Mand seconded, and it was unani_ mously passed to request the village engineer to make study measuring the existing water pressure in the twelve inch main for a 48 hour period and advise council of the status of the Smlky Row Road station and when added pressure will be a reality. Ordinance 44-18 passed 6-0. ~ Ordinance 45-18 authorizing the village adminstrator to advertise for bids for ~ a refuse collection contract was introduced by Mand and read for the first time '- Geese moved to dispense with the three time reading rule and pass as an emergen measure, all voted in favor of the motion and the ordinance. Ordinance 45-18 passed 6-0. ~ ...,J REsolution 13-18 accepting the report of no changes in assessments by the equalization board for phase two sewers was introduced by Shawan and read for the first time, Shawan moved to dispense with the three time reading rule, Karrer seconded, all ~voted in favor of the motion and the resolution. Resolution 13-18 passed 6-0. Resolution 14-18 accepting the report of no change in assessments by the equalization board for old Dublin waterlines was introduced by Shawan and read for the first time, Callahan moved to dispense with the three time reading rule Shawan seconded, all voted in favor of the motion and the resolution. Resoluti 14-18 passed 6-0. Ordinance 46-18 providing for a change in zoning for a Muirfield area to FUD was introduced by Geese and read for the first time. REsolution 15-18 setting a public hearing for the Muirfield POD rezoning was introduced by Karrer. and read for the first time, Mand moved, Karrer seconded, to dispense with the three time reading rule, all voted in favor of the motion and the resolution. REsolution 15-18 passed 6-0. ..., ~ Alan McDowell protested the equalization board's decision concerning the assessment for water on his son's property at SouthStreet and High street. ...J Ordinance 41-18 accepting a warranty deed for public park or open space in Waterford Village was introduced by Shawan and read for the first time, Headlee moved to dispense with the three time reading rule, Callahan secoBed, all voted in favor of the motion and the ordinance. Ordinance 41-18 passed 6-0. Ordinance 48-18 confirming the appointment of Robin Geis and Richard Hays to police sergeant for a proBationary period of s~ months was introduced by Shawan and read for the first time, :Mand moved to dispense with the three time reading rule, Shawan seconded, all voted in favor of the motion and the ordinance. Ordinance 48-18 passed 6-0. Ordinance 49-18 authorizing the use of part time aides by the village admin- strator was introduced by Callahan and read for the first time, Mand moved to dispense with the three time reading rule, Shawan seconded, all voted in favor of the motion and the ordinance. Ordinance 49-18 passed 6-0. Ordi~..,ge 50-18 authorizing the employment of a solicitor was read for the fU'tt latter being introduced by Shawan. Callahan moved, Headlee seconded the motion to approve the ~chase of the Butler property from JOhn Guy at a price of $199,600.00 with BOR participating in $150,000.00 of the cost. Callahan moved, Geese seconded and it was unanimously passed instruct th~ engineer and planner to expedit.~ the storm water study and that planning ~oning make the study a priority item Callahan moved, Mand seconded the following motion, the rules of council be amended to read that council meetings shall commence on days designated at 1:30 PM and shall adjourn at 10:30 PM the same day. Any meeting can be extende for up to one additional hour only by vote of a majority of council present. The adimnstrator shall indicate on the meeting ~genda the time allocated for ea h item on the agenda. Callahan, yes; Geese, no;Headlee, yes; Karrer, no; Mand,ye ; Shawan, yes. Passed 4-2.
