The May 1, 1978, meeting of the Village of Dublin council was called to order
by Mayor Charles Coffman. Roll call - William Callahan, absent; Ronald
Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles
Mand, present; Jacob Shawan, present. The minutes of the April 17 meeting
were read, Karrer moved approval, Headlee seconded, all present ~oted in
favor. The following bills were subnitted for payment:

Headlee expressed opposition to any additional bills for old cemetery unless
all future work is done in a manner that was earlier approved. Callahan
arrived during discussion on bills. Mand asked village adminstrator to look
into the cost of installing gasoline tanks and the possibility of a contract
for cruiser care and tires. Geese moved to pay the bills, Shawan seconded,
all voted in favor.

Callahan moved, Karrer seconded, and it was unamimously passed to withdraw
the objection to the C-1 application on Bridge Street.
Ordinance 28-78 on the proposed rezoning of Shannon Park was read for a
second time and a publiC hearing was held.
Ordinance 24-78 on proposed changes in the zoning code was read for a
second time and a public hearing was held.
Ordinance 23-78 authorizing the village adminstrator to advertise for bids
for a salt storage building was read for a third time. Vote on ordinance
23';;'78 was unamimous, 6-0.
Ordinance 26-78 emplOying a village solicitor was tabled on a motion by
Geese, a second by Callahan and a unamimous vote.
Ordinance 31-78 establishing a two hour parking limit on High Street was
read for a second time.

Ordinance 32-78 amending ordinance 59-74 governing wastewater facilities was
read for a second time, Geese moved to dispense with the three time reading
rule, Shawan seconded, all voted in favor of the motion and the I1ftdinance.
Ordinance 32-78 passed 6-0.

Resolution 12-78 appointing an assessment equalization board was introduced
by Geese and read for the first time, Shawan moved to dispense with the three
time reading rule and pass as an emergency measure, Geese seconded, all voted
in favor of the motion and the resolution. Resolution 12-78 passed 6-0.
Ordinance 36-78 accepting bids for a new dump truck was introduced by Headlee
and read for the first time, Mand moved to dispense with the three time read-
ing rule, and pass as an emergency measure, Geese seconded, all v0ted in favor
of the motion and the oroinance. Ordinance 36-78 passed 6-0.
Ordinance 37-78 accepting bids for ~new police cruiser was presented.
Mand moved, Headlee seconded that council purchase the two Novas{smaller cars)
Callahan, yes; Geese, no; HeadleeaJeB..; Karrer, no; Mand, yes; Shawan, no.
Mayor Coffman voted no to break the tie.

Coffman voted yes to break the tie. Ordinance 37-78 accepting the bid of
Bob McDorman Chevrolet for two new Chevrolet Impalas was introduced by Karrer
and read for the first time. Karrer moved to dispense with the three time
reading rule and pass as an emergency measure. Shawan seconded. Callahan. no;
Geese. yes; Headlee. no; Karrer. yes; Mand. no; Shawan. yes. Failed 3-3.

Ordinance 38-78 authorizing the mayor and clerk to enter into a sewerline
agreement was introduced by Geese and read for the first time. Geese moved
to dispense with the three time reading rule and pass as an emergency measure,
Headlee seconded. all voted in favor of the motion and the ordinance.
Ordinance 38-78 passed 6-0.
Ordinance 39-78 approving a waterline agreement was introduced by Shawan,
and read for the first time. ~arrer moved to dispense with the three time
rea.d.ing rule and pass as an emergency measure. Headlee seconded, all voted in
favor of the motion and the ordinance. Callahan moved, Shawan seconded and
it was unanimously passed that the village adminstrator infonn Burgess and
Niple to provide Evans, Mechwart, Hamilton and Tilton with whatever plans
are needed.
Ordinance 40-78 appropriating monies for the Fourth of July celebration was
introduced by Headlee and read for the first time, Mand moved to dispense with
the three time reading rule and pass as an emergency measure, Karrer seconded,
all voted in favor of the motion and the Ordinance. Ordinance 40-78 passed 6
Ordinance 41-78 declaring the necessity of construction of part of the North
west waterline and to issue a note for said construction was introduced by
Headlee and read for the first time.

Ordinance 42-78 accepting bids for Averya4Zld MOnterey park projects was
introduced by Geese and read for the first time, Geese moved to dispense with
the three time reading rule and pass as an emergency measure, Shawan seconded.

passed 6-0.

Ol!d.inance 43-78 accepting phase two sewer easements was int110dueed byHeadlee
and read for the first time, Karrer moved, Callahan seconded, to dispense
with the three time reading rule, all voted in favor of the motion and the
ordinance. Ordinance 43-78 passed 6-0.
Park and Recreation committee recommendations were read to council. Geese
moved, Callahan seconded and it was unanimously passed to donate $75.00 to
the Safety Town Committee. Mand moved, Callahan seconded and it was unanimous
passed to hire the following for the summer recreation program - Charles Speer
(1100.00), JIm Ferguson(800.00), Lee Ann Voeller(900.00) and Ron JOrdan(Boo.OO .
Shawan moved. Karrer seconded, and it was unanimoulsy passed to accept the
concept plan of Indian Run Meadow.
Headlee moved, Shawan seconded and it was unanimously passed to accept the
final plat of Waterford phase III.
Council opposed Dr Stoycheff's proposal to build a driveway in O"Shaunessey
Hills, but he could build a road to village specifications.
