A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE
2018 GUARDRAIL REPLACEMENT AND MAINTENANCE PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the 2018 Guardrail Replacement and Maintenance Project; and
WHEREAS, Council has determined that the bid submitted by Paul Peterson
Company constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
'r7 of its elected members concurring, that:
Section 1. The bid submitted by Paul Peterson Company in the total amount of
$137,495.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with Paul
Peterson Company for performance and completion of the 2018 Guardrail
Replacement and Maintenance Project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Ordinance and
complete the Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Sectio .04(a) of the Revisedygtharter.

Re, Resolution No, 29.18 — Bid Acceptance for 2018 Guardrail Replacement
and Maintenance Project
On June 7, two (2) bids were received, publicly opened, and read by Engineering Staff for the 2018
Guardrail Replacement and Maintenance project, This project invoives the replacement of existing steel
guardrail with painted galvanized steel guardrail on Avery-Muirfield Drive and Summit View Road,
replacement of timber guardrail on Memorial Drive west of Cartney Court with steel -backed timber
guardrail, and removal of timber guardrail on Reserve Drive, For Council's reference and review, a
reduced copy of the project construction drawings has been placed in the Council Planning Room,
The Engineer's estimate is $125,000. The budgeted funds for the 2018 Guardrail Replacement and
Maintenance project in the 2018 Capital Improvement Program are $155,000 from account AT18A,
Annual Guardrail Replacement and Maintenance, The bids received are higher than the Engineer's
estimate and are likely due to the potential of some rock excavation for guardrail posts on Summit View
Road and underground utilities located near existing guardrail throughout the project, which will require
the exposure of those utilities before placing the new guardrail posts,
Paul Peterson Company submitted the lowest and best bid of $137,495,00, Staff has reviewed all bids
and a summary of the bids received is listed below.

Staff anticipates the construction to commence in August 2018, Streets impacted by the guardrail
construction will remain open to traffic for the duration of the construction, The completion date for the
project is October 26, 2018,

Recommendation
Staff has thoroughly reviewed the bid submitted by Paul Peterson Company, Previous experience with
Paul Peterson Company has been favorable, including these recent projects where they installed
guardrail. Tunnel Improvements _ Carnoustie Drive at Preston Mill Way and Dublin Road Shared -Use
Path.
Staff recommends Council approval of Resolution No, 29-18, accepting as lowest and best the bid of Paul
Peterson Company in the amount of $137,495,00 and authorizing the City Manager to enter into a
contract with Paul Peterson Company for this project,
