The March 20, 1978, meeting of the Village of Duclin council was called to
order by Council President Robert Karrer. Roll Call - William Callahan,
present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer,
presiding; Charles Mand, present; Jacoc Shawan, present. The minutes of the
March 6 meeting were read, Headlee moved approval, Mand seconded, all voted
in favor of approval. The following cills were submitted for payment:

Resolution 05-78 A resolution in appreciation to fonner council memlers and
Muirfield, Ltd. was read for a second time. Callahan moved to table, Geese
seconded, Callahan, yes; Geese, yes; Headlee, yes; Karrer, abstain; Mand, yes;
Shawan, no. Motion to table passed 4-1, one abstain.

Resolution 06-78 REsolution of appreciation to the Dublin High School girls
gymnastics team for acheivements during the past season was introduced by
Headlee and read for the first time, Mand moved, Geese seconded and resolution
06-78 was unanimously passed. Council President Karrer presented Coach Barb
Headlee and the team captains with a copy of the resolution.
Ordinance 18-78 to enter into a contract with Godwin Bohm for planning con-
sultants services was introduoed by Geese and read for the first time. Geese
moved to dispense with the three time reading rule and pass as an emergency
measure, Headlee seconded, all voted in favor" the motion and the Ordinance.
Resoluiion 07-78 regulating traffic luring the Memorial Golf tournament was
introduced by Ge~se and read for the first time, Geese moved to dispense with
three time reading rule, Mand seconded, all voted in favor of the motion and
the resolution.

Ordinance 19-78 to issue $652,095.47 in bonds to retire phase I sewer note
was introduced by Mand and read for the first time, Headlee moved to dispense
with the three time reading rule and pass as an emergency measure, Geese
seconded, all voted in favor of the motion and the ordinance.

Ordinance 20-78 to issue $653,083.68 in bonds to retire phase I water note
was introduced by Callahan and read for the first time, Geese moved to dispeBse
with the three time reading rule and pass as an emergency measure, all voted
in favor of the motion and the ordinance.
Ordinance 2~-78 naming Mel Shaver to a two year tenn on the Parks and Recreat-
ion board was introduced ~nd read for the first time, Mand moved to dispense
with the three time reading rule and pass as an emergency measure, Geese
seconded, all voted in favor of approval of the motion and the ordinance.

Ordinance 21-18 advertising for bids for park improvements in MonteJ:ff Park
and Avery Road Park, phase 2 was introduced by Geese and read for the first
time, Headlee moved to dispense with the three time reading rule, and pass as
an emergency measure, Geese seconded, all voted in favor of approval of the
motion and the ordinance.

Ordinance 23-18 to advertise for 'bids for a salt storage building was intro-
duced ry Geese and read for the first time.

Ordinance 24-18 amending ordinance 21-10 and setting a public hearing was
intorduced by Callahan and read for a first time. Callahan moved, Geese
seconded, the following amendment, in section 541.02, section 6 insert in
third line, after road frontage, "on limited access IJtAds with speed limits of
50 MPH or greater". Motion and second withdrew.
Ordinance 25-18 establishing full appropriations for 1918 was introduced by
Geese and read for the first time, Mand moved, Geese seconded to dispense with
the three time reading rule, and pass as an emergency measure, all voted in
favor of the motion and the ordinance.
Ordinance 26-18 employing Donald Richardson as village solicitor was introduced
by Geese and read for the first time.
Ordinance 21-18 regarding a cuad study of the state route 161 area was intro-
duced by Mand and read for the first time, Mand moved to pass as an emergency
measure, Callahan seconded, Callahan, yes; Geese, yes; Headlee, yes; Karrer,
no; Mand, yes; Shawan, no. Motion failed.
Callahan moved, Shawan seconded and it was unanimously passed to waive council
rule of order so ordinance 28-18 providing for changes in zoning of certain
real estate to :roD could by introduced, Shawan int..duced the ordinance and
it was read for the first time. Mand moved to amend the first lines in
section one and two deleting the words, planning commission, Geese seconded,
Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no.
Amendment passed, 4-2.

REsolution 08-18 setting a public hearing for the proposed FUn was intrdduced
by Mand and read for the first time, Callahan moved to dispense with the three
time reading rule, Shawan seconded, all voted in favor of the motion and
the resolution.
Mand moved, Callahan seconed, and it was unanimously passed to approve an
agreement with Godwin Bohm for a Northwest Quad study. Shawan moved, Geese
seconded, and it was unanimously passed to approve the alignment of a sewer
through Coffman Park, solicitor to work out easement and details.
Discussion on Northwest waterline, Ohio Bell is ready to start, was suggesjed
that waterline be installed in area where phone company will le working,
Callahan moved the village engineer look at the cost of an alternative solution
no second. Special meeting to be held on April 11, 1918, to act on bond bids.
Bill Perry of Martin Road explained water problem to council, 9.0 foot well
went dry when sewer was installed, Perry drilled new well and#ot~t '1-illage
reimburse him for the cost of the new well. Case to trial on April 28.
Council president Karrer declared the meetinJadjourned at 10:35 PM
