The March 6, 1978, meeting of the Village of Dublin council was called to order
by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese,
absent; Catherine Headlee, present; Robert Karrer, present; Charles Mand,
present; Jacob Shawan, present. The minutes of the February 20 meeting were
read, Shawan moved approval of the minutes, Karrer seconded, all present voted
in favor of approval. The minutes of the special meeting of Febraary 28 were
read, Headlee moved approval, Callahan seconded, all present voted in favor of
approval. The bills were submitted for payment, Headlee questioned the bill
for Vance's police uniforms (plain clothes) and Solicitor Richardson's bill.
Karrer moved payment of the following bills:

Clerk read letter from Godwin Bohm, estimating cost of Northwest Quad study at
$3000.00. Council wanted area West of Avery Road to be included.

Mand moved, Karrer seconded, and it was unanimously passed by those present to
reject all bids on the Avery Road park phase two and the Monterey Park as
received on February 27, 1978.
Ordinance 11-78 giving non exempt employees holiday pay in addition to one days
pay for working a holiday if holiday occ~rs on employees scheduled day off was
read for a third time. Councilman Geese arrived. Vote on ordinance _ Callahan,
no; Geese, no; Headlee, yes; Karrer, yes; Mand, yes; Shawan, yes. Passed 4-2.
Ordinance 13-78 restricting parking on High Street during snow emergencies was
read for a third time. Shawan moved, Mand seconded, and it was unanimously
passed to enact ordinance 13-78 as an emergency. All voted in favor of ordinancE
13w-78. Several High Street business owners asked council to consider parking
restrictions on High Street during business hours.

Ordinance 14-78 authorizing the village adminstrator to advertise for bids
for~~wo new police cruisers was read for a second time, Karrer moved to dis-
pense with the three time reading rule and pass as an emergency measure,
Geese seconded, all voted in favor of the motion and the ordinance.

Ordinance 14A-78 authorizing the village adminstrator to advertise for bids
for two new medium size police cruisers was introduced by Karrer and read for
the first time after Shawan moved, Geese seconded, and it was unanimously passec
to dispense with council rule of order. Mand moved to dispense with the three
time reading rule and pass as an emergency measure, Shawan seconded, all voted
in favor of the motion and the ordinance.
Further discussion was held concerning the WellandStreet dedication by Wimpey
Development Company. Harrison Smith reviewed the planning of the project,
noting the Eastern street would be abandoned, if the Western most street onto
Martin Road would be acceptable. Mand moved, Callahan seconded, and it was ".
passed to disapprove the preliminary plat of Welland Street.

Resolution 04-78 concerning Concord Township portion of the Village of Dublin
being placed in a joint fire district with Washington Township was introduced
and read for the first time. Geese moved, Headlee seconded and it was unanimo sly
passed '0 dispense with the three time reading rule and pass as an emergency
measure, all voted in favor of the resolution. ....--
Ordinance 15-18 authorizing the village adminstrator to advertise for bids
for a new dump truck was introduced and read for the first time, Geese moved
to dispense with the three time reading rule, Mand seconded, all voted in favo
of the motion and the ordinance.

Ordinance 16-78 authorizing the village adminstrator to advertise for bids
for a new snow plow was introduced and read for the first time, Shawan moved
to dispense with-the three time reading rule, Geese seconded, all voted in
favor of the motion and the ordinance.
Ordinance 11-78 hiring Randall Louks as a new police officer, effective March
15, 1978, for a six~ months probationary period was int'roduced ly Karrer and
read for the first time. Mand moved to dispense with the three time reading
rule, Shawan seconded, all voted in favor of the motion and the ordinance.
Mand moved, Shawan seconded and it was unanimously passed to maintain a police
officer at the school crossing until the end of the current school year and
commencing in September the responsibility of the school crossing will be
according to the POsitive steps to Assume Safety at School Crossing as pre-
sented to the sohbol board by Headlee and Geese and printed in the February
20, 1918, minutes.
Ordinance 10-78 authorizing the mayor and clerk to sign a supplemental agree-
ment between the village and Muirfield Ltd. for offSGte waterline payback was
read for a third time. Russell Leach presented his opinions of this
ordinance and the payback. All voted in favor of ordinance 10-78.
