Roll call - William Callahan, absent; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Charles Mand, present; Jacob Shawan, present, The min~tes af the February 6 meeting were read, Mand moved approval of the minutes, Karrer seconded, all present voted in favor of approval. "... ,..... Mand moved, Shawan seconaed, and it was unanimously passed 'ty those present to object to the C-2 liquor application by the Omega Oil station on West Bridge Street. ....... Resolution 02-78 declaring the necessity of constructing waterlines in Old Th\rlin was read for a third time. All present voted in favor. Resolution 02-78 passed 5-0,~ Ordinance 10-78 authorizing the mayor and clerk to sign a supplemental agree- ment retween the village and Muirfield for offsite waterline payback was read for a second time. Mand moved, Geese seconded that council seek an outside legal opinion on the a~reement. Callahan, arsent; Geese, yes; Headlee, yes; Karrer, yes; Mand, yes; Shawan, passed. Motion passed 4-0. Ordinance 11-78 concerning double time for all employees for holidays worked was read for a second time. Coffman asked a committee of Shawan, Callahan, and Karrer to look at this change in the salary and compensation ordinance. Ordinance 13-78 to ban parking on High Street during certain snowfalls was read for a second time. Ordinance 14-78 authorizing the village adminstrator to advertise for bids for two new police O-ruisers was introduced by Mand and read for the first time. -- A preliminary plat plan of Wimpey Development for a tract South of Martin Road was presented and discussed. Shawan moved to table action on plat, Karrer seconded, all present voted in favor of tabling, and the app I i cant agreed to the tabl ing. A preliminary plat plan for Hemingway Village on Coffman Road was presented . and discussed, Karrer moved, Shawan seconded to a<<ept thepreliminary platrM.&~' . Headlee moved, Mand seconded, and it was unanimously passed by those present to enter into an agreement with Burgess and Niple for the engineering of the phase two sewer project. Mand moved, Karrer seconded, and it was unanimously passed by those present that the village adminstrator purchase a Xero~machine and enter into a con- tract for the machine maintainence. ~ ...J Geese reported on attending the school boardmeeting and recelvlng no response from the board concerning the school crossing guard. The following proposal was made to the toardof education by Geese and Headlee. Outline of POsitive STeps to Assume SAfety at School Crosswalks Board of Education Obligations 1. Assume responsibility of safety of children walking to and from school. 2. Actively promote esta1lishment of student safety patrol program wi th the help of the Columbus AAA. 3. Appoint a safety supervisor to oversee safety patrol and general safety of the students. 4. Assume responsibility of adult school guard. Village of Dublin Otligations 1. Maintain patrol car in school zones during entering and exiting of school. 2. Provide traffic light with changing light capabilities fGT pedestrian control. 3. Provide adequate walkway for students to and from school within reasonable costs. 4. Provide Chief Bob Mayer to actively help establish and maintain a safety patrol program.
