The February 6, 1978, meeting of the Village of Dublin council was called to order by Mayor Charles Coffman. Roll Call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Rotert Karrer, present; Charles Mand, present; Jacob Shawan, present. The minutes of the January 16 meeting were read, Callahan asked that the names of all boards be listed in the minutes Callahan moved approval of the minutes, Headlee seconded, all voted in favor of approval of the minutes. Ordinance 5-78 the mmembers of the Architectural Review Board are Gerald Macklin, R Richard Royce, Charles Johnson, Charels Weaver, and David Hamm. Ordinance 6-78 the memters of the Boatli of Zoning Appeals are John Guy, Jr., Ronald Jezerinac, Richard Leppert, Robert Orser, and H Dan Smith. Ordinance 7-78 the members o~ the Cemetery board are Shirley Walters, Adam Hirth, and James Richards. The clerk read several letters praising the village for work done during the blizzard, the mayor also expressed his thanks for all of those people who helped. ",.... -...." ....... :Ordinance 74-77 amending~sections of the PUn zoning code was read for a third time, all voted in favor of ordinance 74-77. Passed 6-0 Ordinance 02-78 declaring the necessity $f construction of waterlines in Old Dublin was read for a second time. "... I Ordinance 08-78 appointing members Charles Mand, Melvin Shaver, Phil Hill and Fran Mayer to the Parks and Recreation Committee was read for a second time, Callahan moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the ordinance. 08-78 passed 6-0. ..... Shawan asked council to discuss ordinance 76-77, the NOrthwest waterline, which was defeated at the last meeting. Doug Wilson, of the OHio Bell Telephon~ Company, noted the joint venture with the village and the phone compaBY in the obtaining of easements. If the waterline is not included the phone company will have to get all easements over again. Shawan moved that council reconside~ Ordinance 76-77, Karrer seconded. Shawan, having to leave the meeting because of an emergency, moved to table his motion to reconsider, Karrer seconded. Callahan, no; Geese, no; Headlee, no; Karrer, yes; Mand, no; Shawan, absent. Motion to table failed 1-4. A letter from the City, of Columbus about the water supply was read, fUrther discussion, Shawan returned. Vote on original motion to reconsider, Callahan, no; Geese, no; Headlee, yes. Mand recalled his call for the question and asked what additional information can be available concerning cost, financing, Ohio Bell joint agreement and engineering. Mayor Coffman expressed l~rthe construction of the waterline. Mand suggested that if more information is available a new ordinance should be introdueed. Phil Carste.s asked if other interests in the 'area could help in payment of the line. vote on motion to reconsider - Callahan, no; Geese, no; Headlee, no; Karrer, yes; Mand, no; Shawan, yes. Motion to reconsider ordinance 76-77 failed 2-4. ~ -- Ordinance 09-78 authorizing the village adminstrator to advertise for bids for Avery Road Park phase 2 and Monterey Park development was introduced byGee e and read for the first time. Callahan moved, Headlee seconded to dispense wit the three time reading rule and pass as an emergency measure. Callahan, yes; Geese, yes; Headlee, yes; Karrer, yes~ Mand, yes; Shawan, no. Passed 5-1. vote on ordinance - Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Passed 4-2) Ordinance 10-78 authorizing the mayor and clerk to sign a supplemental agree- ment beiween the village and Muirfield was introduced by Mand and read for the first time. Ordinance 11-78 concerning double time for holidays worked by village em- ployees was introduced by Geese and read for the first time. Ordinance 12-78 accepting the bid f" a sanitary sewer shield was introduced by Karrer an~-read for the first time, Shawan moved to dispense with the three time reading rule and pass.as an emergency measure, Headlee seconded, all vote in favor of the motion and the ordinance. Ordinance 12-78 passed 6-0. Ordinance 13-78 to ban parking on High Street during certain snowfalls was .' Ii'!...: introduced by Mand and read for the first time. ~ Shawan moved, Geese seoonded and it was unanimously passed to accept the Maple Glen subdivision (_ff Summitview Road) preliminary plat including lots and street. .... Capi tal im~ements program for the village was presented by Larry Helman, planner from Godwin 13ohm. School crossing guard. Council discussed, school does not want to be res- ponsi ble. Mayor asked Headlee and Geese to make a study and make a proposal. Mand suggested a policeman be there until plan can be worked out. Grace Pent, and Patricia Fein asked to be on committee. Mayor added these two residents to the committee. Mand moved, Karrer seconded, that the village hire extra he p to cover school crossing until committee has solution. Callahan moved to amend motion to limit added expenditure to 30 days, Headlee seconded the amendment, all voted in favor of the amendment and the motion. Callahan moved, Hea41eee seconded, and it was unanimously passed to extend the contract of H F McClory for pump station inspection and repair to $340.00 per month. Headlee moved, Mand seconded, and it was unanimoulsy passed to hire Continental Appraisal to appraise the Butler parkland.
