Du !in council was called to Mayor Coffman swore in council members Catherine Headlee, Jacob Shawan, Robert Karrer and Charles Mand. The minutes of the December 19 meeting were read. Geese questioned the paragraph about the payment and the agreement concerning the waterline with Muirfield, after discussion Geese moved to delete the sentence concerning the waterline agree- ment with Muirfield from the minutes, Karrer seconded, Geese believes the village does not owe the amount agreed to, Karrer withdrew his second as he said the minutes reflected the discussion and the meeting, Mand seconded the I motion, Callahan moved to amend the motion by placing a periOd after the phrase, be amended, and to delete the remainder of the sentence, Geese second- ed the motion to amend, vote on amemdment - Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Amendment passed 4-2. Vote on motion - Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Motion to change minutes passed 4-2. Headlee moved to accept the minutes as amended, Geese seconded, Callahan, yes; Geese, yes; Headlee, yes; Karrer, no; Mand, yes; Shawan, no. Passed 4-2. Mayor Coffman asked for nominations for council preSident, Shawan nominated Robert Karrer, Geese seconded, Callahan nominated Catherine Headlee, Mand seconded, Geese and Shawan voted for Karrer, Callahan and Mand voted for Headlee, Karrer and Headlee abstained, two votes for each, Callahan ~estion- ed if the mayor could break the tie, Solicitor Richardson stated the mayor could break the tie, Coffman voted for Karrer, Karrer was named council president. .... ,..... ...... ".... ....... Application for D1 permit from New Course Company discussed, Mand moved, Geese seconded and it was unamimously passed that the council would not object to the permit. Opdinance 14-77 a change in the POD section of the village code was read for a second time and a public hearing was held. No one was present to speak for or against the ordinance. Callahan moved the ordinance be amended to change the one to four family dwelling from one to two, Shawan'seconded, Calhhan, yes; Geese, yes, Headlee, yes; Karrer, yes; Mand, no; Shawan, yes. Ordinance failed. ~ Resolution 49-11 declaring the necessity to construct phase #2 sewers was read for a second time. Shawan moved. Headlee seconded, to dispense with the three time reading rule and pass as an emergency measure, Callahan, yes; GeesE;no; Headlee, yes; Karrer, yes; Mand, yes; Shawan, yes. Motion passed 5-1. All voted in favor of the resolution. Motion failed. Ordinance 01-18 authorizing the village adminstrator to advertise for bids for sewer ssfety shields was introduced by Headlee and reaD for the first time. Resolution 03-18 authorizing the village adminstrator to apply for federal funds for the Old Scioto park was introduced by Shawan and read for the first time. Ordinance 03-18 approving temporary appropriations for 1918 was introduced by Geese and read for the first time. Mand moved, Shawan seconded and it was unamimously passed to approve the preliminary plat of Karrer Place subdivision with change in sidewalk and green area. -...... Council discussed trash pickup in some areas and agreed that the truck is to stay out of private property and pick up trash and garbage along the street right a way.
