The December 19, 1977 meeting of the Dublin Village Council was
called to order by M.,or Charles Coffman. Roll call - Callahan,
present; Geese, present; Headlee, present; Karrer, present; Shawan
present; and Ulrey, present. Sherman Sheldon was named Acting
Clerk for the meeting. The minutes of the December 5, 1977 meet-
ing were read, changes were noted and amended and Mr. Shawan
moved approval of the minutes as amended, seconded by Mr. Karrer,
and all voted in favor of approval. The following bills were
submitted for payment:

Mr. C.llahan moved to remove the $214,000.00 payable to Muirfield
until further study could be made, but there was no second to his
motion. Mr. Karrer moved, Mr. Ulrey seconded, that all the bills
be paid and vote was: Callahan, no; Geese, yes; Headlee, yes;
Karrer, yes; Shawan, yes and Ulrey, yes. Mr. Geese asked that the
verbage in the agreement between Dublin and Muirfield for payback

A letter concerning funds from the Community Development Act was
read to Council regarding funds for Avery Park.
Ordinance 75-77 hiring 2 more full time police officers was read
for the third time and the vote was unanimous for approval of this
Ordinance.
Ordinance 76-77 dealing with construction of the Northwest Water-
line was read for the second time.

Ordinance 78-77 dealing with Water Tap fees was read for the se-
cond time. Mr. Geese moved to dispense with the three time read-
ing rule and to pass as an emergency. Seconded by Mr. Shawan
and all v~ed in favor of the motion and the Ordinance.

Ordinance 79-77 dealing with amendments to the 1977 Appropriations
was introduced by Mr. Geese and read for the first time. Mr.
Geese moved, seconded by Mr. Karrer to dispense with the three
time reading rule and to pass as an emergency. All voted in favor
of the motion and the Ordinance.
Resolution 45-77 dealing with acceptance of the 161-Quad study
by Godwin-Sohm was read for the second time. Mr. Geese moved,
seconded by Mrs. Headlee to dispense with the three time reading

rule and treat as an emergency. All voted In favor of the motion
and the Resolution.
Resolution 46-77 dealing with accepting rates as established by
the Franklin County Budget Commission was introduced by Mrs. Head
lee and read for the first time. Mrs. Headlee moved, seconded
by Mr. Geese to dispense with the t~.ee time reading rule and
pass as an emergency. All voted in favor of the motion and the

Resolution 47-77 honoring Mr. Ulrey was introduced by Mr; Shawan
and reed for the!ftrst_time. Mr. Karrer moved, seconded by
Mr. Callahan to dispense with the three time reading rule and pas
as an emergency. All voted in favor of the motion and the Reso-
lution, except Mr. Ulrey who abstained.
Ordinance 80-77 dealing with the transfer of funds was introduced
by Mr. Karrer and read for the first time. Mr. Shawan moved,
seconded,~y Mr. Karrer to dispense with the three time reading
rule and pass as an emergency. All voted in favor of the motion
and the Ordinance.
Resolution 48-77 dealing with hav~ng the Engineer prepare detaile
plans, 'etc. for Phase II Sewers was introduced by Mr. Cal'ahan.
Since this Resolution was not on the original agenda Mr. Ulrey
moved~ seconded by Mr. Shawan to dispense with the Council Rule
of Order. All voted in favor and the Resolution was read for
the first time. Mr. Callahan moved, seconded by Mr. Geese to
dispense with the three time reading rule and pass as an emergen-
cy. All voted in fevor of the motion and the Resolution.

Resolution 49-77 dealing with construction of Phase II Sewers was
introduced by Mr. Shawan. Since the Resolution was not on the
original agenda Mr. Karrer moved, seconded by Mr. Shawan to dis-
pense with the Council Rule of Order. Vote was: Callahan, no;
Geese, no; Headlee, yes; Karrer, yes; Shawan, yes; and Ulrey, yes
Motion passed 4-2 and the Resolution was read for the first time.
The Old Dublin Waterline issues were discussed briefly and will
be on t'e agenda January 9, 1978.
A letter was read from Kokosing Construction Company but no actio
was taken by Council.
A proposal to construct shields on a section of exposed Sanitary
Sewer for safety purposes was shown to Council and they instruc-
ted the Village Administrator to prepare an Ordinance to advertis
for bids for said shields, for the January 9, 1978 Council Meet-
Ing.

Some question was raised by the Washington-Perry Fireboard about
the intent of Resolution 41-77 passed November 21, 1977. Mr.
Richardson was instructed to write a letter to said Fireboard
clarifying the Resolution.

adjourned at 10:02 P.M.
