The December 5, 1977 meeting of the Village of Dublin council was called to
order cy Mayor Charles Coffman. Roll call - William Callahan, present;
Ronald Geese, absent; Catherine Headlee, present; Robert Karrer, present;
Jacob Shawan, present; Wilbur Ulrey, present. The minutes of the November
21 meeting were read, two changes were made in the cills and on the vote on
Resolution 41-77 the mayor voted in favor to break the tie on the amendment,
the amendment and the resolution were passed. Ulrey moved approval of the
minutes as corrected, Karrer seconded, all voted in favor of approval.
The following bills were submitted for payment:

Callahan moved payment of the bills, Headlee seconded, all voted in favor.
Results received from the beard of elections showed the water issue had 631
votes for, 543 against and the sewer issue 666 for, and 503 against.

Resolution 39-77 declaring the necessity of constructing a Northwest Water line
....... was read for a third time, the Washington Perry Township fire chief l.}Dke of the
need of the waterline. Shawan moved to amend the resolution by changing the
payment method, eliminating all assessments, Karrer secomed, Callahan, no;
Geese, absent; Headlee, yes; Karrer, yes; Shawan, yes; Ulrey, yes. Amendment
passed 4-1. Karrer moved that since this was a material change in the resolu-
tion that the three time reading rule be waived for the amended resolution,
Shawan seconded, all present voted in favor, passed. 5-0. Vote on the resolu-
tion - Callahan, no; Gees~ absent; Headlee, no; Karrer, yes; Shawan, yes;
Ulrey, yes. Resolution failed as it did not get majority of council.
~ Ordinance 76-77 deolaring the necessity of constructing a Northwest Waterline
and providign for the sale of notes was introduced by Shawan after Shawan had
moved to waive council rule of order and Headlee had secondedM8rote on waiving
Council rule of order - Callahan, no; Geese, ament; Headlee, ~ Karrer, yes
Shawan, yes; Ulrey, yes. MOtion passed 4-1. Callahan moved to dispense with
the three time reading rule, Karrer seconed, Vote- Callahan, yes; creese, absent;

Ordinance 70-77 replaCing the mercury vapor street lights with high pressure
sodium was read for a third time. Vote - Callahan, yes; Geese, absent;
Headlee, yes; Karrer, no; Shawan, yes; Ulrey, no. Failed because of lack of
majori ty.
Ordinance 75-77 confirming the probationary appointment 6f two additional
police officers was read for a second time.

Resolution 42-77 thanking the Chamber of Commerce for its help in promoting
passage of the water and sewer issues was introaaced by Karrer and read for the
first time, Headlee moved to dispense with the threetime reading rule, Ulrey
seconed, all voted in favor of the motion and the resolution.
REsolution 43-77 authorizing the village adminstrator to sign and enter into
a mutual aid agreement was introduced Headlee and read for the first time,
Callahan moved to dispense with the three time reading rule, Karrer seconed,
all present voted in favor of the motion and the resolution.
Resolution 44-77 to execute and deliver a quit claim deed,was introduced by
Karrer and read for the first time, Shawan moved, Karrer seconed,.t to dis-
pense with the three time reading rule, all present voted in favor of the
motion and the resolution.

Ordinance 77-77 establishing fees to 1:e paid the village building inspector
was introduced by Ulrey and read for the first time, Karrer moved to dispense
with the three time reading rule and pass as an emergency measure, Ulrey
seconded, all present voted in favor of the motion and the ordinance.

Ordinance 78-77 establishing water tap fees was introduced by Shawan and
read for the first time.

Jim Mance of Godwin Bohm explained to council an update on the joint swim pool
project, planner needs to know if council wants to plan on indoor pool or
outdoor pool, consensus was to plan indoor pool.
Council discussed Butler- Guy property and an outside source of funds was
noted. Callahan moved, Shawan secorEd and ti was unamimously passed that
based on a telephone survey of council that village adminstator make decision
as what to tell JOhn Guy by December 15.
Karrer moved, Shawan seconded and it was unamimously passed that council
accept the final plats of Muirfield phase~nine and ten.
Callahan moved, Ulrey seconded and it was unamimously passed to waive
council rule of order and Resolution 45-77 accepting the Sawmill ~d
study of the village paanner was introduced by Callahan and read for the
first time.
