A RESOLUTION ACCEPTINGTHE LOWEST AND BEST
BID FOR THE SANITARY SEWER EXTENSIONS FOR
AREAS 11A AND 11B, AND THE LIMERICK LANE
STORMWAT'ER IMPROVEMENTS PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Sanitary Sewer Extensions to Areas 11A and 1113, and for the
Limerick Lane Stormwater Improvements; and
WHEREAS, the Community Plan states an objective to provide safe and efficient
collection of wastewater and Stormwater; and
WHEREAS, Council has determined that the bid submitted by George J. Igel &
Company, Inc. constitutes the lowest and best bid.
NOW, TH EFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, of its elected members concurring that:
Section 1. The bid submitted by George J. Igel & Company, Inc. in the total
amount of $1,405,668.80 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
George J. Igel & Company, Inc. for performance and completion of the Sanitary
Sewer Extensions to Areas 11A and 1113, and for the Limerick Lane Stormwater
Improvements pursuant to the Advertisement, Proposal and Contract Documents for
said project on file in the Office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Resolution and
complete the Project.
Section 4. This Resolutio hall take effect upon passage in accordance with
Section 4.04(a) of the Revi��harter.

Improvements
The Limerick Lane Stormwater Improvements project involves the construction of approximatel
1,508 linear feet of public storm sewer along Limerick Lane. This stormwater improvement will
convey stormwater runoff from areas just west of Dublin Road at Limerick Lane, and also along
Limerick Lane, and eventually discharge stormwater into the Scioto River. 11
On December 7 2015,, Dublin City Council adopted a policy regarding public water and sanitary
sewer utility extensions to areas that do not currently have access to these public services. The
policy outlines a process by which the City of Dublin will identify, prioritize and implement the
design and construction of public utility service extensions. The City has developed a conceptual
15 -year plan for extending water and sewer lines to developed properties within City limits.

public sanitary sewer main will be extended north and south along Dublin Road frontage to
serve 8 parcels.
This project has the potential to serve 29 existing parcels of which 26 parcels have various
types of existing household sewage treatment systems (HSTS). The construction of this project
will allow 3 existing undeveloped parcels the potential to connect to the public sanitary sewer
system.
The project required the City to acquire necessary easements from various property owners on
Dublin Road, Bellaire Court, Limerick Lane, and Bellaire Avenue within the project area. The
City participated in good faith discussions with all property owners and came to mutually
agreeable terms with all owners to donate the easements to the City at no cost. The adoption
of Ordinance Nos. 05-18 through 20-18 at the second reading/public hearing at the February
26, 2018, Council meeting authorized the City Manager to execute all necessary conveyance
documents for these easements. The easements have all been executed and recorded.
The Engineer's estimate for this project is $1,027,907.50. The 2018 available funds for these
projects are $590,000.00 for the sanitary sewer extensions from the Sewer Fund and
$505,000.00 for the stormwater improvements from the General Fund, providing total available
funding of $1,095,000.00. For Council reference and review, a reduced set of project
construction drawings has been placed in the Council Planning Room. This project is expected
to commence in June of 2018 and shall be completed by November 12, 2018. Staff will ensure
that appropriate traffic control and site restoration are performed as necessary.
George J. Igel & Co., Inc. (Igel) submitted the lowest and best bid of $1,405,668.80. Staff has
reviewed the bids as summarized below.
Staff has compared the Engineer's estimate to the two bids received, and in particular the Igel
bid. The sanitary sewer extensions portion of the project are $365,868.90 over the Engineer's
estimate, while the stormwater improvements portion is $11,892.40 under the estimate. In
evaluating the Igel bid, the greatest increases in the sanitary sewer cost of the project are
related to maintaining traffic, mobilization, 8 -inch sanitary pipe and 6 -inch pipe (for house
services) which all total $319,470.00. Notably, the pipe cost as bid represents a 110% increase
over the Engineer's estimate. Staff understands a large portion of this increase is the result of
recent significant increases in pipe material cost. Another likely factor impacting the bids is the
performance of the project in an established neighborhood and the associated logistics which
relate to traffic maintenance and mobilization. Considering the two bids submitted are relatively
close, staff believes the Engineer's estimate did not accurately reflect the true cost to perform
the sanitary sewer portion of this project.

The sanitary sewer extensions cost as bid is $390,130.40 more than the available funding from
the Sewer Fund, while the stormwater improvements are $79,461.60 less than the available
funding from the General Fund. Regarding the sanitary sewer portion of the project, the
additional funds will be made available in the Sewer Fund from reprioritizing other work
including sanitary sewer lining.
Recommendation
Staff has thoroughly reviewed the bid from George 1. Igel & Co., Inc. and found it to be a true
and accurate cost to perform the specified work for this project. Previous experience with
George 1. Igel & Co., Inc. has been favorable, including these projects: construction of Emerald
Parkway Phase 8 (2014); the Hyland -Croy Road/Brand Road and Brand Road/Coffman Road
roundabouts (2013); and the Smart Parking Lot along Frantz Road (2017). The City staff has
been satisfied with the performance of George 1. Igel & Co., Inc. and the quality of their
completed work.
Staff recommends Council approval of Resolution No. 23-18, accepting as lowest and best the
bid from George 1. Igel & Co., Inc. in the amount of $1,405,668.80 and authorizing the City
Manager to enter into a contract with George 1. Igel & Co., Inc. for this project.
