The minutes of the November 7 meeting were read, Headlee asked that in the Novmeber minutes it should be noted that her vote for James McCoy as road superintendent in ordinance 66-77 was not for a building superintendent, Karrer moved approval of the minutes, Geese seconded, all voted in favor of approval. The clerk read correspondence concerning street lights, sewer right-a.-way, MORPC, traffic, joint swimpool, and the :Butler-Guy property for a park. -- ,...... Resolution 39-77 deClaring the necessity to construct a Northwest waterline was read for a second time. .... Ordinance 70-77 to supercede ordinance 48-77 replacing mercury vapor lights with high pressure sodium was read for a second time. Ordinance 53-77 the request for rezoning of a tract of land on Martin Road was disoussed briefly, Jerome Smith, representing Wimpey Development, with- drew the R-4 rezoning request. Ordinance 72-77 transfering $11,000.00 from un appropriated general funds to the safety fund was introduced by Ulrey and read for the first time, Shawan moved to dispense with the three time reading rule and pass as an emergency measure, Geese seconded, all voted in favor of the motion and the ordinance. .. R~solution 41-77 requesting the formation of a fire district was introduced by Geese and read for the first time, Callahan moved, Karrer seconded, to amend by deleting the portion that refers to Concord Township portion and to include the entire village, vote on motion - Callahan, yes; Geese, yes; Headlee, no; Karrer, yes; Shawan, no; Ulrey, no. ~~~.R DA;l~) ). Callahan moved to dispense with the three time reading rule, and pass as an emergency Geese seconded, all voted in favor of the motion and the resolution. -- Ordinance 74-7r~~0 set a public hearing on proposed 2011d:J1& Code changes was introduced Ulrey and read for a first time. Ordinance 75-77 confirming the appointment of two police officers was intro- duced by Ulrey and read for a first time. Susan Weaver of MORPC reviewed the Community Development Act and discussed proposed project requests. James Taylor of CALL presented information on referral services.
