L The November 7, 1977, meeting of the Village of Dublin counoil was called to order by Mayor Charles Coffman. Roll oall - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Jacob Shawan, present; Wilbur Ulrey, present. The minutes of the October 17 meeting were r~ad, Ulrey moved approval. Karrer seoonded. all voted in favor. The minutes of the speoial meeting of October 31 were read, Shawan moved approval, Geese seoonded, all voted in favor. Lorenzo Sheets, representing the Washington Perry Townships fireboard, presented the county attorneys opinion concerning fire protection in the Concord Township portion of the village. Aooording to Ohio Revised Code 505.371 the village by resolution can add Conc~ Township to the fire district. (The opinion noted that there is no offioial fire district, but that the joint fire department has existed for a long period and is like a fire district.) Ordinance 65-77 amending cltapter BB-499 of the building code was read for a third time. All voted in favor of the ordinance. 6-0 ".... ..... Ordinance 66-77 establishing the position of maintainence superintendent and naming James McCoy to the position was read for a second time, Karrer moved to dispense with the three time reading rule and pass as an emergency measure, Shawan seconded, all voted in favor of the motion and the ordinanoe. REsolution 38-77 directing the village engineer to prepare plans for the Northwest water line was introduced by Callahan and read for the first time, ,. Shawan moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion and the resolution. REsolution 39-77 declaring the necessity of construoting the Northwest waterline was introduced by ULrey and read for the first time. "",.. Resolution 40-77 honoring the Dublin High School golf team as 1977 Class AA state champions was introduced by Karrer and read for the first time, Callahan moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the resolution. The mayor then presented copies of the resolution to Coach Norm Roll and his golfers. -- Ordinance 69-77 establishing the Annual Greenglen Roadrace committee and appoint- ng members to that oommittee was introduced by Headlee and read for the first time. Fonn No. 1097 ~ Minute.'; of 11 eld November 7..1977 continued 19 Ordinance 70-77 to supercede odhnance 48-77 to change the lights in old Dublin from mercury vapor to high pressure sodium was introduced by Callahan and read for the first time. Ordinance 71-77 accepting the bid of Charles Headlee, Inc., of $10,386.84 for furni ture for the new munidpa.l building was introduced by ULrey and read for the first time, Karrermoved to dispense with the three time reading rule and pass as an emergency measure, Shawan seconded, all voted in favor of the motion, all voted in favor of the ordinance except Geese, who abstained. 5-0 /IIIIIIllIt -- Mayor Coffman appointed the following to study the MORPC model housing code - Jacob Shawan, Jack Walters, Dick STrayer, Gene Fulscher, and Ron Jezerinac.
