HomeMy WebLinkAboutResolution 013-18RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 13-16 Passed -)0 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2013 STREET MAINTENANCE PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2018 Street Maintenance Program; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company Inc. constitutes the lowest and best bid; and NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, 'I of its elected members concurring, that: Section 1.. The bid submitted by Strawser Paving Company, Inc. in the total amount of $3,898,381.73 is hereby accepted. Section 2„ That the City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the 2018 Street Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Ordinance and complete the Project. Section 4.. This Resolution shall take effect upon passage in accordance with Section 4.04(x) of the Reviled Charter. ATTEST: Clerk of Council j . Hammersmith, P.E., Director of Engineering/City Engineer John Henderson, P.E., Civil Engineer II Re: Resoluti'mon No,. 13 -18 2018 Street Maintenance Program - Bid Acceptance On March 22, 2018, five (5) bids were received, publicly opened, and read for the 2018 Street Maintenance Program. The Engineer's estimate is $4,,560,000. A copy of the 2018 Street Maintenance Program construction drawings have been placed in the Council Planning Room for your reference and review, The budgeted funds for the 2018 Street Maintenance Program in the 2018 Capital Improvement Program are $5,000,,000 from account AT181, Annual Street Maintenance Program. Strawser Paving Company submitted the lowest and best bid of $3,898,381.73. Staff has thoroughly reviewed all bids and a summary of the bids is listed below. All work is planned to be complete by November 2, 2018. Additionally, Rings Road (west of Cosgray Road) has been chosen as a pilot section for Cold In- place Recycling (CIR). CIR is the processing and treatment of existing asphalt pavements with bituminous and/or chemical additives without heating to produce a restored pavement layer. CIR reuses the existing material which reduces the amount of outside material required to be hauled to, and away from the site, thus making it a more environmentally friendly option. Staff intends to closely observe the process for this alternative method and monitor the results to determine if it will be used on future street maintenance projects. k The 2018 program includes resurfacing on City streets as depicted on the attached City map. I 4MI1111111 1, RZ I The following communication methods will be used to communicate construction information with the residents and motorists throughout the duration of this project. Brochures are placed on mail boxes at each residence on affected streets. These brochures are distributed by Dublin staff. Residents whose driveways will be closed during construction will be given written notice at their front door at least 24 hours in advance of the closure. These are distributed by the contractor, Memo re. Previous experience with Strawser Paving Company has been favorable,, including these recent projects: 2017 Street Maintenance Program; 2017 Parking Lot and Shared -Use Maintenance Program; 2016 Street Maintenance Program,, Part 2; 2016 Parking Lot and Shared -Use Path Maintenance Program; and 2015 Street Maintenance Program. Staff recommends Council approval of Resolution No. 13-18 accepting as lowest and best the bid of Strawser Paving Company in the amount of $3,898,381.73 and authorizing the City Manager to enter into a contract with Strawser Paving Company for this project.
