HomeMy WebLinkAboutResolution 012-18RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 12-18 Resolution No. Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE HYLAND-CROY ROAD /POST ROAD SIGNAL IMPROVEMENT PROJECT WHEREAS, formal adveftising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the I-lyland-Croy Road / Post Road Signal Improvement Project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, '7 of its eiected members concurring that: Section 1„ The bid submitted by Complete General Construction Company in the total amount of $201,671.56 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Complete General Construction Company for performance and completion of the Hyland -Croy Road / Post: Road Signal Improvement Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council Further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4. This Resolution shall take effect upon passage in accordance with Sectior_,4.04(a) of the Revis harter. Foster', P.E., PTOE, Civil Engineer II Re.* Resolution No. 12-18 Hyland -Croy Road / Post Road Signal Improvement Project — Bid Acceptance On February 6, 2018, three (3) bids were received, publicly opened, and read by the Engineering Division staff for the Hyland -Croy Road / Post Road Signal Improvement Project. StaN has reviewed all bids. The Engineer's estimate is $225,,000. Complete General Construction Company submitted the lowest and best bid of $201,671.56. A summary of the bids is listed below. Staff anticipates the construction to commence April 1, 2018. Hyland -Croy Road and Post Road will remain open to traffic for the duration of the construction. The scheduled completion date for the project is July 27,, 2018. The time frame for delivery of materials, in particular the mast arm i,upport, could possibly impact the final completion date. The City of Dublin budgeted $300,000.00 for this project, which has been included in the Cap1tJJ Improvement Program from the Perimeter West TIF. i Memo Re: Resolution No. 12-18 - Hyland -Croy Road / Post Road Signal Improvement Project Bid Acceptance February 22, 2018 Page 2 of 2 J - he construction of this project is being accomplished in partnership with the Union County. Thd .11. Union County Engineer's Office is providing funding for half (50%) of the construction cosi.. A Reimbursement and Maintenance Agreement resolution for this project is also being presented t,*, City Council at the February 26, 2018 meeting. This agreement details the funding and maintenance responsibilities of each jurisdiction. Staff has previously worked with Complete General Construction Company on many projects. Past completed projects include: * 13-025.1-CIP — Muirfield Drive Bike Lanes; 13-025.2-CIP — Muirfield Drive & NFIR Pedestrian Bridges; 13-014-CIP — SR161 / Riverside Drive Roundabout (Part 1); • 13-015-CIP — Riverside Drive Realignment (Part 2); • 16-016.0-CIP — North High Street Widening Project, • 11-021-CIP — Frantz Road Utility Burial, and Is 16-005-CIP — Tunnel Improvements — Carnoustie Drive at Preston Mill Way. ?�rojects currently underway in Dublin with Complete General Construction Company include: • 16-025.0-CIP — Frantz Road at Bradenton Avenue Signalized Intersection Upgrade; and • ODOT FRA -270-17.28 (US33/SR161 at 1-270 Interchange). a Staff has thoroughly reviewed the Complete General Construction Company bid. As indicated above, staff has previously worked with Complete General Construction Company, and has been satisfied with their project delivery. StaN recommends approval of Resolution 12-18 accepting as lowest and best the bid of Complete General Construction Company in the amount of $201,,671.56 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this project.
