'l'ne- October 17, 1977, meeting of the Village of Du.blin council was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald
Geese, present; CAtherine Headlee, present; Robert Karrer, present; Jacob
Shawan, present; Wilbur Ulrey, present. The minutes of the October 3 meeting
were read, Headlee moved the minutes be amended adding in the bills to Barbara
Maurer the amount of $262.50, Karrer seconded, all voted in favor, Karrer
moved the minutes be approved as corrected, Shawan seconded, all voted in favor.
The following bills were submitted for payment:

Callahan moved to amend the bills by deleting the Dublin Medical Clinic bill,
Headlee seconded, Callahan, yes; Geese, no; Headlee, yes; Karrer, no; Shawan,
no; Ulrey, no. Motion to amend failed 2-4. Geese moved to pay the bills,
Ulrey seconded, all voted in favor.

Ordinance 61-77 on compensation of all village employees was read for a third
time. Karrer moved to pass as an emergency measure, Shawan seconed, all voted
in favor of the motion and the Ordinance.
Ordinance 65-77 ame&nding chapter BB-499 of the village building code was read
for a second time.
Resolution 36-77 releasing a force main easement was read for a second time,
Callahan moved to dispense with the three time reading rule, Geese seconded,
all voted in favor of the motion and the resolution.
Resolution 37-77 on a cooperative agreement with the Franklin County Commiss-
ioners and the village for 1978 community development funds was introduced by
Karrer and read for the first time, Geese moved to dispense with the three
time reading rule, Headlee seconded, all voted in favor of the motion and the
resolution.

Ordinance 66-77 establishing the position of maintainence superintendent and
naming James McCoy of Case Road to the position was introduced by Ulrey and
read for the first time, Shawan moved to dispense with the three time reading
rule and pass as an emergency, Ulrey seconded, Callahan, no; Geese, no;
Headlee, no; Karrer, no; Shawan, yes; ULrey, yes. Motion failed 2-4.

Headlee moved, Callahan seconded and it was unamimously passed to waiVe
council rule of order and ordinance 67-77 was introduced by Geese and read for
the first time, ordinance 67-77 accepts 3.922 acres on MOntery Drive as village
property, Geese moved to dispense with the three time reading rule and pass as
an emergency measure, Headlee seconded, all voted in favor of the motion and
the Ordinance.
Shawan moved, Karrer seconded, and it was unamimously passto waive council
rule of order and ordiu.nce 68-77 seeking bids for office turni ture for the
new municipal building was introduced by Shawan and read for the first time.
Callahan moved to dispense with the three time reading rule, Karrer seconded,
all voted in favor of the mCDtion and the Ordinance.

Karrer moved, Ulrey seconded that council appropriate $7500.00 for a two phase
study by Godwin :Bohm on a joint village sohool swim pool, Callahan moved to
amend in that the board of education be approached to pay one half of the cost
of the study, Geese seconded the amendment, all voteu"in favor of the amend-
ment and the motion.

Karrer moved, Shawan seconded that council approve the Kiwanis flag pole
project for the new municipal building, Callahan, no; Geese, yes; Headlee, yes;
Karrer, yes; Shawan, yes; Ulrey, yes.

Karrer moved, Geese seoonded that street lights in MuirfH~ld by mercury vapor.
The motion and second were withdrawn pending further study.
Mayor Coffman noted that three people a.rednterested in the Model Housing '_
Code committee and that the committee will soon be appointed.
Council discussed the Wimpey Development area along Martin Road and the
rezoning in the area, Shawan moved, Karrer seconed that counoil and planning
and zoning have a joint meeting on November 15 to study the Sawmill Read : -'
quad area, all voted in favor. Callahan moved that council set a public hearill ~
on November 15, 1977, concerning the Sawmill-Martin Roads quadrant, no second.
Callahan asked that Bill Meyers submit the alternative routings of the phase
two sewers at the next meeting.
Mayor Coffman deelared the meeting adjourned at 9:42 P.M.
