The October 3, 1977, meeting of the Village of Dublin oounoil was oalled to
order by Mayor Charles Coffman. Roll oall - William Callahan, absent; Ronald
Geese, present; Catherine Headlee, present; Robert Karrer, present; Jaoob
Shawan, present. The minutes of the September 19 meeting were read, Karrer
moved approval, Geese seoonded, all present voted in favor of approval.

Letter from Zoning appeals board was read ooncerning approval and disapproval
of signs for WEndy's Restaurant.
Ordinanoe 53-77 Jerome Smith, r~presenting Wimpey Development requested the
ordinanoe be tabled for six weeks, oonsidering the addition of R-3 to the
zoning oode. Shawan moved to table ordinanoe 53-77, Karrer seoonded,
Callahan, absent; Geese, no; Headlee, no; Karrer, yes; Shawan, yes; Ulrey,
yes. Motion to table passed 3-2.

Ordinanoe 54-77 amending the village zoning oode was read for a third time,
roll call vote on ordinance 54-77 - Callahan, absent; Geese, yes; Headlee,
yes; Karrer, yes; Shawan, yes; Ulrey, yes. Passed 5-0..
Resolution 32-77 authorizing Evergreen Company to install a waterline was
read for a third time, all present voted in favor. 5-0.
Ordinance 61-77 on compensation and benefits of all village employees was
read for a seoond time. Mayor Coffman asked the oommittee to meet with him
to disouss some objeotions. t.,
Ordinance 62-77 authorizing the hiring of two additional policemen and creat-
ing an additional sergeant position was read for a second time. Karrer mov.d
to dispense with the three time reading rule and pass as an emergenoy mea-
sure, Ulrey seooned, all present voted in favor of the motion and the ordinanoe.
Ordinance 64-77 aocepting a petition for annexation of 398+ aores North of
Dublin was read for the first time after being introduced by Shawan, Ulrey
moved to dispense with the three time reading rule, Shawan seconded, all pre-
sent voted in favor of the motion and the ordinance.

Resolution 35-77 accepting the bid of Sweney Cartwright of ~ for the bonds
for the River Forest waterline was introduoed by Karrer and read for the first
time, Headlee moved to dispense with the three time reading 'rule and pass
as an emergenoy measure, Shawan seconded, all present voted in favor of the
motion and the resolution.

Ordinanoe 65-77 amending ohapter BB-499 of the village building oode was
introduced by Geese and read for the first time.
Resolution 36-77 releasing easements for a force main sewer was introduoed
Geese and read for the first time.
EPA sewer grant of $2.050,275.00 for #2 sewer construction. Shawan moved,
Headlee seconded and it was unamimously passed by those present to commend
Sherman Sheldon and Bill Meyers for their efforts in gaining the sewer grant.

Headlee moved the following motion, The required arohaeo16gical survey for
the #2. sewer line be authorized and the grant from EPA of $2,050,275.00 be
aooepted and that Sherman Sheldon, village adminstrator, be named as the
duly authorized agent to aot on behalf of the grantee (Village of Dublin)
and to sign the acceptanoe form. Karrer seoonded, all present voted in
favor of the motion.
