The September 6. 1977, meeting of the Village of Dublin oounoil was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Robert Karrer, present; Jaoob
Shawan, pnse1d' Wilbur Ulrey, present. The minutes of the August 15 meeting
were read, Karrer moved approval, Geese seconded, all voted in favor. The
following bills were submitted for payment:

Ulrey moved payment of the bills, Shawan seconded, all voted in favor.
The clerk read correspondenoe inoluding letters from Ashland Ohemioal proposing
to dedioate Blazer Parkway to the village, offer from Guy Investment to sell
to the village the old Butler park for $187,000.00 and notice that board of
zoning appeals accepted a sign at Dar,yl Sanders Cadillac.

Ordinance 50-77 establishing definition in the income tax ordinance was read
for a third time. All voted in favor of approval of ordinance 50-77.
Ordinanoe 51-77 amedning the City of Columbus oontract for income tax collect-
ion was read for a third time, all voted in favor of approval of ordinance
51-77.
Ordinance 56-77 to award the contract for phase one of Avery Road Park to
Four SEasons Nursery for $145.959.00 was introduced by Geese and read for the
first time. Callahan moved to include ball wall on tennis court in the con-
tract replacing the sign and stepping column, no second to motion. Geese
moved to dispense with the three time reading :rule and pass as an emergency
measure, Headlee seconded, all voted in favor of the motion and the Ordinance.
Callahan moved, Shawan seconded, and it was unanimously passed to approve
Godwin Bohm to prepare final plans for the park on MOnterey Drive.
Resolution 32-77authorizing Evergreen Company to install a waterline was
introduced by Ulrey and read for the first time.

Ordinanoe 57-77 vaoating oertain alleys around the Dublin Community Church
property was introduced by Karrer and read for the first time. Geese moved
to dispense with the three time reading :rule and pass as an emergenoy measure,
Ulrey seconded, all present voted in favor of the motion and the ordinanoe.

REsolution 34-77 acoepting the rates of the budget commission was introduoed
by Geese and reU_ for the first time, Karrer moved to dispense with the
three time reading rule, Shawan seconded, all voted in favor of the motion an
the ordinanoe.
REsolution 33-77 aooepting easements was introduoed by Geese and read for the
first time, Shawan moved to dispense with the three time reading rule, Karrer
seoonded, all voted in favor of the motion and the resolution.
Ordinanoe 58-77 providing for the sale of bonds for the River Forest water-
line was introduced by Geese and read for the first time, Callahan moved to
dispense with the three time reading rule and pass as an emergenoy measure,
Headlee seconded, all voted in favor of the motion and the ordinanoe.

Ordinance 59-77 changing the dates of weed mowing requirements was intredu8ed
b,y( Geese and read for the first time,Geese moved to dispense with the three
time reading rule, Callahan seconded, all voted in favor of the motion and
the ordinanoe.
Ordinance 60-77 appointing a reserve polioe offioer was introduoed by Geese
and read for the first time, Shawan moved to dispense with the three time
reading rule, Karrer seconded, all voted in favor of the motion and the
ordinance.
