The August 15, 1977 meeting of the Village of Dublin counoil was oalled to order by the Mayor Charles Coffman at 6:00 PM. Roll call - William Callahan, absent; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Jacob Shawan, absent; Wilbur Ulrey, present. The minutes of the August 1 meeting were read, Headlee moved approval, Karrer seconded, all presen1 voted in favor of approval. 4-0. The bills were submitted for paYJHtlt . Shawan arrived during the consideration of the bills. Ulrey moved payment of the bills, Geese seoonded, all voted in favor. 5-0 Ordinanoe 50-77 establishing definition in income tax ordinance was read for a second time. Ordinanoe 51-77 ame1tding Columbus oontraot for income tax collection was read for a second time. Ordinanoe 54-77 amending ordinanoe 21-70, the zoning code was introduced by ULrey and read for the first time. A publio hearing was set for Sept 19, 1977. Karrer moved, Ulrey seoonded, and it was unamimously passed by those present to waive counoil rule of order so that ordinanoe 55-77 authorizing the transfer of funds from the general fund to the sewer and water fund to pay the village assessemnts. Geese introduoed the ordinance, Shawan moved to dispense with the three time reading rule and pass as an emergenoy measure, Headlee seconded, all present voted in favor of the motion and the ordinanoe. Council heard oomplaints that some residents on David Road did not receive notices of final assessments on improvements. Notices were mailed by regular mail aCCOrding to the revised code.
