The July 18, 1977, meeting of the Village of Dublin council was called to order
by Mayor Charles Coffman. Roll call - William Callahan, absent; Ronald Geese,
present; Catherine IIeadlee, present; Rotert Karrer, present; Jacob Shawan,
present; Wilbur Ulrey, present. The minutes of the July 11 meeting were read,
Callahan arrived during the reading of the minutes, Karrer moved approval of
the minutes, Geese seconded, all voted in favor of approval except Callahan
who abstained. The following bills were submitted for payment:

Ulrey moved payment of the bills, Geese seconded, all voted in favor.

Resolution 3.-77 praising Willard Chambers for his efforts as 4th of July
chairman was introduced by Karrer and read for the first time, Shawan moved to
dispense with the three time reading rule, Headlee seconded, all voted in
favor of approval of the motion and the resolution. Mayor Coffman presented
Mr Chambers with a copy of the resolution.

the first time, Karrer moved to dispense with the three time reading rule,
Shawan seconded, all voted in favor of the motion and the ordinance.

Ordinance 49-77 a contract with Columbus and Southern Ohio Electric Company
to furnish street lighting in the Muirfield Village area of Dublin Has intro-
duced by Shawan and read for the first time, Ulrey moved to dispense with the
three time reading rule, Karrer seconded, all voted in favor of the motion and
the ordinance.

Resolution 18-77 granting C E Fulscher the right to use village right a way
along Frantz Road for a force main sewer was read for a th~d time Hith
additions, all voted in f2Vor of the resol~tion.
Resolution 24-77 granting Georgia Leppert the right to use village right a way
along Coffman Road for a force main sewer was read for a third time with
additions, all voted in favor of the resol~tion.
Ordinance 40-77 amending ordinance 55A-76 changing the pay rate of the
cleri4al assistant to $3.50 per hour was read for a third time, all voted in
favor of the ordinance.
Karrer moved, Ulrey seconded the motion to table resolution 23-77 granting
permission to Evergreen Company the right to use village right a way along
state route 745 for a force main, Callahan, no; Geese, yes; Headlee, yes;
Karrer, yes; Shawan, yes; Ulrey, yes. Motion to t~ble passed 5-1.

Resolution 26-77 determining to proceed to submit to the voters a $315,000.00
sewer issue was read for a second time, Headlee moved to dispense with the
three time reading rule, Callahani'seconded, all voted in favor of the motion.
All voted against the resolutio~, failed 0-6.
Resolution 27-77 determining to proceed to submit to the electors a $450,000.00
sewer issue was read for a second time, Callahan moved to dispense with the
three time reading rule, Ulrey seconded, all voted in favor of the motion and
the resolution.
REsolution 28-77 determining to proceed to submit to the electors a $446,000.00
water issue was read for a second time, Ulrey moved to dispense with the three
time reading rule, Shawan seconded, all voted in favor of the motion, all voted
in favor of the resolution except Calla~~n, passed 5-1.

second time, Karrer moved to dispense with the three time reading rule and pass
as an emergency measure, Headlee seconded, all voted in favor of the motion
and the ordinance.

Ordinance 44-77 the assessing ordinanne for the Coffman to Sawmill Road water-
line was read for a second time, Geese moved to dispense with the three time
reading rule and pass as an emergency measure, all voted in favor of the motion
and the ordinance.

, Ordinance 45-77 the assessing ordinance for the River FOESt waterline was read
for a second time, Callahan moved to dispense with the three time reading rule
and pass as:an eme~gency measure, Headlee seconded, all voted in favor of the
motion and the ordinance.
Karrer moved, Ulrey seconded and it was unanimously passed to add street light-
ing in Muirfield Village, all 12'6" poles are to be 14'6" high.
Ardath Lynch, ~h~ adminstrator of the Central Ohio Agency on Aging informed
council about her agency and the federal funds that are bec~ng available
for senior citizens.
Mayor Coffman declared the meeting adjourned at 9:00 PM
