Form No. 1097 ~ Held JULY 11,1977 19 meeting of he Village of Du lin council was called 0 order by Mayor Charles Coffman, roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Robert Karrer, present; Jacob Shawan, present; Hilbur Ulrey, present. The minutes of JUne 20 meeting were read, Karrer moved approval, Shawan seconded, all voted in favor of approval. Passed 5-1. Written presentation from C&SO Electric Company to be studied for later action. ,..... l...r ,..... ....... Karrer moved, Geese seconed that the Dublin High School's girls track be commended for a fine season, all voted in favor, Mayor Coffman presented a copy of the resolution to the girls. .l. Shawan moved, Ulrey seconded and it was un~~imously passed to adopt the b~dget for 1978. Resolution 17-77 accepting a road right a way was read for a third time, all voted in favor of the resolution. Resolution 18-77 granting C E Fulscher to use the village right a way was discussed, no action. Ordinance 40-77 amending ordin~nce 55A-76, pay rate of clerical assistant was read for a second time. Resolution 24-77 granting Lepperts use of the village right a way was read for a second time. Callahan asked for the engineer to check to see if force main will interfere with future water line. "'- Ordinance 41-77 appointing Yvonne Schaeffer to a new two year term, Bill Easterday to a new twa year term, and Charles Mand to a term that expires in April, 1978 was int~uced by Ulrey and read for the first time. Geese moved to dispense with the three time reading rule and pass as an emergency, Callahan seconded, all voted in favor of the motion and the ordinance. REsolution 23-77 granting Evergreen Company right to use village right a way was inttD'duced by Ulrey and r\.F..d for the first time. The possi bili ty of River Forest using the force main was discussed. Resolution 29-77 accepting a quit claim deed was in~duced by Callahan and read for the first time, Geese moved to dispense with the three time reading rul , Headlee seconded, all voted in favor of the motion and the resolution. ...., Ordinance 42-77 transferring from the general fund, $48,000.00 to the safety fund, and $23,000.00 to the street fund was introduced by Ulrey and read for the ~irst time, Geese moved to dispense with the three time reading rule and pass as an emergency, Karrer seconded, all voted in favor of the motion and the ordinance. ...J Ordiwmce 43-77 setting assessemnts for phase #1 sewer was intorduced by Shawan and read for the first time after council had voted to dispense with cou~;il rule fo order, Karrer moved to dispense with the three time reading rule and pass as an emergency measure, Callahan, no; Geese, yes; Headlee, no; Karrer, yes; Shawan, yes; Ulrey, yes. MOtion failed. Ordisumr:e 44-77 setting assessemnts for Coffman to Smvmill Naterline was intoduced by Karrer and read for the first iime. Ordinance 45-77 setting assessments for the River F~W8st waterlines was introduced by Callahan and read for the first time. Resolution 30-77 establishing the position animal warden and setting a salary was introduced by Headlee and read for the first time. Callahan moved to dispense1.wi th the threetime reading rule, Shawan seconded, all voted in favor of the motion and the resolution. ...... ~.A~ce 46-77 vacating an access easement was introduced by Callahan and read for the first time, Karrer moved to dispense with the three time reading rule, Shawan seconded, all voted in favor of the motion and the ordinance. .... Ordinance 47-77 accepting the bid of Gammatronix for traffic signal equipment \olaS inti.'j,duced by Geese and read for the first time, Karrer moved to dispense with the three time reading rule and pass as an emergency measure, Geese seconded, all voted in favor of the motion and the ordinance. Headlee moved, Geese seconded and it was unanimously passed to Naive council rule of order and Shawan introduced ordinance 48b77 authorizing the village adminstra3tor to ad~ertise for bids for Avery Road park improvements, after it was read for the first time, Headlee moved to dispense with the three time reading rule and pass as an emergency measure, Geese seconded, all voted in favor of the motion and the ~rdinance. Callahan moved, Karrer seconded that the village adminstrator instruct the GodNin Bohm company to proceed with plana for phase #2 of the Avery Road park, limiting the expenditure to $5000.00, all voted in f~or.
