The May 2, 1977, meeting of the Village of Dublin council was callei to order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, absent; Robert Karrer, present; Jacob Shawan present; and Wilbur Ulrey, present. The minutes of the April 18 meeting were read, Karrer moved approval, Geese seconded, all present voted in favor. Callahan moved, Karrer seconded, and it was unamimously passed by those present to extend the Godwin-Bohm contract to include subdivision regulations, green space areas in building regulations and the Sawmill Road and state route #161 area. Jim Mance of Godwin Bohm presented the Avery Park layout which has been approved by Park and Recreation committee, Geese moved, Callahan seconed, and it was unamimously passed by those present that Godwin Bohm proceed with plan and present the plans to the Bureau of Recreation. ".... .... ...... Mr Bellamy of C&SO Electric reported that information had been given to Burgess and Niple and he then reviewed the history of street lighting in Dublin. Council asked further study and advice on future lighting in Dublin. Headlee arrived during the street lighting discussion. Ordinance 26-77 accepting the annexation of 24+ acres on Shier Rings Road was read for a second time. Karrer moved to dispense with the three time reading rule, Geese seconded, Callahan, no; Geese, yes; Headlee, yes; Karrer, yes; Shawan, yes; Ulrey, yes. Vote on the ordinance was unamimous. Ordinance 29-77 concerning National Flood insurance was read for a second time. Ordinance 31-77 accepting the bid of Northwood Stone adn Asphalt in the amount of $56,860.25 for street repairs was introduced by Geese and read for the first time, Ulrey moved to dispense with the three time reading rule, Karrer second- ed, all voted in favor of the motion and the ordinance. Ordinance 32-77 containing supplements to the village code of ordinances was introduced by Ulrey and read for the first time. ",... Ordinance 33-77 confirming the appointment of Joshua M Vance as police lieutenant was introduced by Karrer and read for the first time. Callahan moved, Headlee seconded and it was unamimously passed to amend the ordYance awarding Joshua Vance a 'tonus of $100.00 on merit testing (Vance scored 95% on lieutenant test).
