The April 18, 1977 meeting of the Village of Dublin council was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Robert Karrer, present; Jacob
Shawan, present; Wilcur Ulrey, present. The min~tes of the April 4 meeting
were read, Headlee moved approval, Karrer secon~all voted in favor.

Council discussed street lighting and types of bulbs, council asked village
engineer to look into types of lighting.

Ordinance 21-77 employing Donald Richardson as village solicitor was read
for a third time, vote- Callahan, yes; Geese, yes; Headlee, no; Karrer, ~es;
Shawan, yes; Ulrey, yes. Passed 5-1.
Resolution 14-77 authorizing an agreement with Compu-Serv for waterline was
read for a second time, Karrer moved to dispense with the three time read-
ing rule, Ulrey seconded, all voted in favor 6:f the motion and the resolution.
Ordinance 26-77 accepting a proposed annexation of 24+ acres on Avery Road
was introduced by Geese and read ~or the first time, Geese moved to dispense
with the three time reading rule, Karrer seconded, Callahan, no; Geese, yes;
Headlee, no; Karrer, yes; Shawan, yes; Ulrey, yes. Motion failed as it did
not get necessary three fourths vote.

Ordinance 27-77 for the nenewal of a note in the amount of $680,000.00 for
waterline with the City National Bank was introduced by Callahan and read for
the first time, Karrer moved to dispense with the three time reading rule,
Shawan seconded, all voted in favor of the motion and the ordinance.

Ordinance 28-77 for the renewal of a note in the amount of $814,000.00 for
sewer #1 with the City National Bank was ~ntroduced by Callahan and read for
the first time, Ulrey moved, Headlee seconded, that council dispense with
the three time reading rule, all voted in favor of the motion and the ordinance
Ordinance 29-71 establishing eligibility for the National Flood Insurance
Program was introduced by Geese and read for the first time.
Ordinance 30-11 vacating a portion of Drake Road was introduced by Ulrey and
read for the first time, Karrer moved to dispense with the three time read-
ing rule, Ulrey seconed, all voted in favor of the motion and the ordinance.
Callahan moved, Shawan seconded and tt was unamimously passed to accept the
Parks and Recreation committee's recommendation to hire Charles Speer, salary
$1,000.00; Richard Hughes, salary $800.00; Barbara Cheney, salary $800.00 &
Lee Ann Voeller, salary $800.00.

Callahan moved, Ulrey seconded, and it was unamimously passed to accept the
final plat plan of Muirfield Phase 7.
Geese moved, Karrer seconded to recall Resolution 13-77 on police testing,
vote - Callahan, no; Geese, yes; Headlee, no; Karrer, yes; Shawan, yes;
Ulrey, yes; vote to recall passed 4-2. Geese moved, Karrer seconded to
amend resolution 13-77 by changing testing score for passing to be 75%, vote
Callahan, no; Geese, yes; Headlee, no; Karrer, yes; Shawan, yes; Ulrey, yes.
Vote to amend passed 4-2. Vote on amended resolution - Callahan, no; Geese,
yes; Headlee, no; Karrer, yes; Shawan, yes; Ulrey, yes. Passed 4-2
