A RESOLUTION AUTHORIZING THE CITY MANAGER
TO CONTRIBUTE FUNDS TO THE NW 33 INNOVATION
CORRIDOR COUNCIL OF GOVERNMENTS.

WHEREAS, the City of- Dublin (the "City"), through Council, previously approved Resolution
71-16, establishing the Council of Governments ("COG") between the City of Dublin, the City
of Marysville, Union County, and the Marysville -Union County Port Authority; and
WHEREAS, the COG serves as the administrative institution charged with managing
numerous projects of regional interest and impact, including the implementation of the
Advanced Transportation Congestion Management Technologies Development ("ATCMTD")
Grant obtained from the U.S Department of Transportation and coordinating the construction
of new fiber infrastructure along NW33; and
WHEREAS, the COG projects require expenditures that must be made in advance of
receiving the ATCMTD Grant, which amounts to $650,000.00 in revenue, to be received on a
reimbursement basis; and
UVHEREAS, the City of Marysville established a fund ("Grant Fund") to manage expenditures
and revenues related to the ATCMTD Grant; and
WHEREAS, the City of Marysville, Union County, and the City of Dublin have agreed to each
contribute to the fund an amount equal to one-third of the $650,000.00 ATCMTD Grant
amount, or $216,666.66 per entity; and
WHEREAS, the City of Marysville established an additional fund ("Supplemental COG Fund")
to account for expenditures not reimbursable by the federal ATCMTD grant, including costs
related to liability insurance, marketing expenditures, and local share contributions; and
WHEREAS, the COG approved $743,200.00 for the 2018 COG budget, to be held in the
Supplemental COG Fund; and
WHEREAS, the City of Marysville, Union County, and the City of Dublin have agreed to each
contribute an amount equal to one-third of the 2018 Budget to the Supplemental COG Fund,
or $247,733.33 per entity.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware,
Franklin, and Union Counties, State of Ohio, rl of the elected members concurring that:
Section 1. The City Manager is hereby authorized to contribute $216,666.66 to the Council
of Government's Grant Fund as a loan in order to contribute the City's share of the COG's
reimbursable expenditures for the NW 33 Innovation Corridor infrastructure projects, to be
repaid to the City by the Council of Governments upon receipt of the ATCMTD Grant.
Section 2. The City Manager is hereby authorized to contribute $247,733.33 to the Council
of Government's Supplemental COG Fund in order to contribute the City's share of local match
funds and additional expenses as set forth in the Council of Governments' 2018 Budget.
Section 3. The City's total 2018 contribution to the NW 33 Innovation Corridor Council of
Governments is equal to $464,399.99. The contribution will be paid from funds set aside from
prior 2017 appropriations. As such, additional appropriations are not necessary for the City's
contributions.

Resolution No. 03-18 would authorize the City Manager to contribute funds to the NW 33
Innovation Corridor Council of Governments C'COG'). City Council previously approved
Resolution 71-16, establishing the COG between the City of Dublin, the City of Marysville, Union
County, and the Marysville -Union County Port Authority.
The COG serves as the administrative institution to manage numerous projects of regional
interest and impact. The initial project of the COG involves implementation of the Advanced
Transportation Congestion Management Technologies Development ("'ATCMTD") Grant obtained
from the U.S Department of Transportation and coordinating the construction of new fiber
In total, the City's 2018 contributions, based on the 2018 COG budget, is $464,399.99. Of this
total amount, $216,666.66 reflects a cost which will be repaid once the grant has been
completed. The balance of the contribution, $247,733.33, reflects a local match of expenditure
to the grant coupled with miscellaneous costs of the COG. I
Additional appropriations are not necessary for this expense. Funds have been set aside from
savings found in 2017 appropriations to allow for the contribution.
