HomeMy WebLinkAbout08-22-16 CDC MinutesDUBLIN CITY COUNCIL COMMUNITY DEVELOPMENT COMMITTEE Monday, August 22, 2016 Minutes of Meeting Vice Mayor Reiner, Chair called the meeting of the Community Development Committee to order at 5:35 p.m. in Council Chambers. Committee members present: Vice Mayor Reiner, Ms. Alutto, Ms. Amorose Groomes. Staff members present: Claudia Husak, Senior Planner. Consent Agenda Vice Mayor Reiner moved approval of the 3-14-16 Community Development Committee minutes. Ms. Alutto seconded the motion. Motion carried unanimously. Review of Fall 2016 Applications for Beautify Your Neighborhood Grants The City received two 2016 Beautify Your Neighborhood Grant applications for the fall application cycle. The approved 2016 budget for grants is $32,000. The total amount of grant funds awarded for the five homeowner association applicants for the spring grant cycle was $18,510.78. The remaining funds available for 2016 grants are $13,489.22. Fall requests are: • Willow Grove ($5,000) • Lowell Trace ($1,279.30) The total grant requests for 2016 are $24,790.08 out of a budget of $32,000. The total awarded grant funds for 2015 were $31,045, also out of a budget of $32,000. Lowell Trace Total Grant Amount Requested: $1,279.30 Total Project Cost: $2,558.60 Match Amount: $1,279.30 In-kind Donations: None Volunteer: None Ms. Husak stated that this neighborhood was awarded a grant in spring of this year for renovating the entrance located at the intersection of Tullymore Drive and Avery-Muirfield Drive. The proposal included energy efficient LED lighting improvements; removal of all plant material and stone; and relocation of one magnolia per the plan. The application also included column re -installation, wall and boulder installation, topsoil backfill for walls and landscaping. The total grant awarded was $3,428.28. During pre -construction inspection of the site to confirm how the renovation plan will be implemented, a weakened footer was identified, which needs to be addressed as part of the renovation. Therefore, the neighborhood is re -applying for additional grant funding to cover the additional cost associated with the sign stabilization. Given that the entire amount (spring and fall requests combined) fall under the total match amount per neighborhood, $4,704.58 out of $5,000 available funds, and the fact that the sign stability issue was not uncovered until renovation was to begin, staff supports the request for the additional funding. Ms. Amorose Groomes inquired how long the current sign has been in place. Community Development Committee Minutes of August 22, 2016 Page 2 of 3 Jerry Riando, Lowell Trace HOA, responded that the sign has been in place for approximately 10 years. At the time it was put in place, there were some concerns about future development and a possible roundabout at that intersection, so a longstanding base was not secured at that time. There was no additional discussion. Ms. Alutto moved to recommend approval of the Lowell Trace Homeowner Association grant request for $1,279.30. Ms. Amorose Groomes seconded the request. Willow Grove Total Grant Amount Requested: Total Project Cost: Match Amount: In-kind Donations: Volunteer: National Wildlife Federation Certification $ 5,000.00 $13,865.01 $ 8,861.01 none HOA in completing the application No Ms. Husak stated that this neighborhood is proposing to use the grant award to continue renovating the two front entrances off Emerald Parkway. Prior to requesting a grant, the neighborhood completed major improvements to the serpentine brick walls. The grant request would fund landscape improvements with the addition of different species of hydrangeas, boxwoods and a general clean-up of the entrance areas along this prominent roadway. The proposed modifications to the landscaping for these prominent locations within the City will enhance the entrances to the Willow Grove neighborhood and add additional color and interest to the renovations that the HOA has undertaken. The request for $5,000 is the maximum award permitted. Chris Conrad, 5239 Willow Grove Place South, stated that they began the project a couple of years ago. After the walls were inspected and found to be sound, they were capped, cleaned and sealed to protect them from road salt. Their landscape committee developed several different landscape plans, and the community was also involved. Their goal was to bring together all three intersections — Emerald Parkway, Coffman and Post, using the same ideas, colors and mixes. Not included in this request is a plan for expansion of the sprinkler system to cover the new plantings in all the beds. Vice Mayor Reiner stated that he assumes the HOA is forced and funded, as it has the additional funds to finance the remainder of the project. Mr. Conrad responded that is correct. Vice Mayor Reiner inquired if there is a plan firmly in place to proceed with the remainder of the project. Mr. Conrad responded that the HOA Board has approved the remainder of the project, and the contractor is awaiting a signed contract before proceeding. Community Development Committee Minutes of August 22, 2016 Page 3 of 3 Ms. Amorose Groomes noted that Willow Grove was one of the first multi -family developments within the City — built in the early 1980s. She is pleased to see the HOA investing in their community to bring it up to date and freshen its curb appeal. Mr. Conrad stated that the City's Beautify Your Neighborhood Grant opportunity is greatly appreciated. There was no further discussion. Ms. Alutto moved to recommend approval of the Willow Grove Homeowner Association grant request for $5,000. Ms. Amorose Groomes seconded the motion. Vote on the motion: Ms. Amorose Groomes, yes; Vice Mayor Reiner, yes; Ms. Alutto, yes. Vice Mayor Reiner thanked the HOAs for their efforts to beautify their neighborhoods and the City overall. Ms. Amorose Groomes noted that the Community Development Committee recommendations will be forwarded to City Council for approval at the regular meeting immediately following this meeting. Ms. Husak noted that the other two neighborhoods that were awarded grants in the spring — Donegal Cliffs and the Muirfield Association -- have completed their beautification projects. The projects turned out beautifully, and she encourages the Committee to take the opportunity to view them. The meeting was adjourned at 5:45 p.m. Clerk of Council
