Roll call - William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Rolert Karrer, present; Wilbur Ulrey, present. The minutes of the March 21 meeting were read, Headlee offered three additions and corrections, Callahan questioned the bills differing from the previous meeting's list of bills, difference in payroll, Karrer moved approval of the minutes with the additions, Geese seconded, vote on approval of minutes, Callahan, no; Geese, yes; Headlee, no; Karrer, yes; Ulrey, yes. Minutes approved. The following people expressed an interest in the vacant council position _ Jacob Shawan, 7255 River Knolls; Marilee Darr, 15 Longview Dr; Donn Griffith, 3859 W Dublin Granville Rd; Charles Mand, 5570 Indian Hill Rd; David Perdue, 75 South High St; Ulrey nominated Jacob Shawan, Karrer seconded. Callahan ntminated Marilee Darr, Headlee seconded, Vote on nominations _ Shawan: Callahan, no; Geese yes; Headlee, no; Karrer, yes; Ulrey, yes. Darr; Callahan, yes; Geese, no; Headlee, yes; Karrer, no: Ulrey, no. Ordinance 14-77 rezoning Georgia Leppert's 102 acres on Coffman Road was read for a third time and a public hearing was held concerning the rezoning from R-1 to R-2 and R-4. Vote on the ordinance - Callahan, no; Geese, yes; Headlee, yes; Karrer, yes; Shawan, yes; Ulrey, yes. Ordinance 21-77 employing Donald Richardson as solicitor was read for a second time. Ordinance 22-77 transferring $7000.00 from sewer capacity charge fund to Force Main fund was introduced by Karrer and read for the first time, Ulrey moved to dispense with the three time reading rule and pass as an emergency measure, Headlee seconded, all voted in favor of the motion and the ordinance. Ordinance 23-77 accepting the bid of Franklin Tractor Co in amount of $7363.00 for a new tractor and mower was introduced by Geese and read for the first time, Karrer moved to dispense with the three time n!ading rule andpass as an emergency measure, Geese seconded, all voted in favor of the motion and the ordinance. ,... Ordinance 24-77 authorizing the adminstrator to advertise for bids for the construction of a municipal building was introduced by Karrer and read for the firtt time, Callahan moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the ordinance. ........ Ordinance 25-77 authorizing the adminstrator to advertise for bids for street improvements was introduced by Geese and read for the first time, Ulrey moved, Karrer seconded, to dispense with, the three time reading rule, all voted in favor of the motion and the ordinance. . Resolution 12-77 congradulating the Dublin High School girls track team, the boys golf team and the girls gymnastics team was introduced by Ulrey and read by the clerk, all voted in favor. Resolution 13-77 adopting a procedure for police testing was introduced by Ulrey and read for the first time, Callahan moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the resolution. 1.12 RECORD OF PROCEEDINGS Minutes of ~ 1\1 eetillg National Graphics Corp" Cols., 0, Form No, 1097 ~ 1I elel April A, 1977, continued 19 Ulrey moved, Karrer seconed and council unamimously voted to dispense with council rule of order so resolution 14-77 could be introduced and discussed. Resolution 14-77 authorizes the village adminstrator to execute and deliver a waterline agreement between the village and Compu-Serv. Shawan introduced the resolution and it was read for the first time, Karrer moved to dispense with the three time reading rule, Shawan seconded, Callahan, no; Geese, no; Headlee, no; Karrer, yes; Ulrey, no; Shawan, yes. Motion failed. Council approved the mayor's request to use village trucks to haul dirt into the cemetery on the week end and to pay drivers. At Geese's suggestion council directed Callahan to ask P & Z to consider directing the paanner to draw up a R-3 zoning. Headlee asked about the preservatmon of the spring house at the Coffman Park site, this .to be discussed by park board and also Callahan asked park board to discuss park planning and water runnoff in parks. Council authorized the adminstrator and other finance committee members attending a seminar on budgeting on April 27 at Wright State University. Council approved the adminstrator hiring weeding and feeding of the park after he gets a second cost estimate. ~ ...., The mayor declared the meeting adjourned anyone to stay and look over preliminary and River Forest.
