The January 17, 1977 meeting of the Village of Dublin Counci I was
called to order by Mayor Charles Coffman with the following Coun-
cil members present: Callahan, Geese, Headlee, Hicks, Karrer and
Ulrey. The minutes of the January 3, 1977 meeting were read, Mr.
Karrer moved, seconded by Mr. Ulrey that the minutes be approved
and all present voted in favor of approval.

Mrs. Headlee moved to rescind approval of the minutes of the Dec-
ember 20, 1976 meeting because two billings which appeared on
said minutes had not been approved by Council. The motion was
seconded by Mr. Karrer and all present approved the motion. Mr.
Karrer then moved, seconded by Mr. Geese to amend the minutes to
include the two bil lings and all present voted in favor.

Mr. Ulrey moved for payment of bills, Mr. Geese seconded and all
present voted in favor of payment.

Regarding the two applications for beer and wine permits on file
with the State liquor Control Board, on the one at 6495 Sawmill
Rd., Mr. Ulrey moved, seconded by Mr. Karrer to object to the app-
lication and request a hearing. Vote on motion was: Mr. Callahan-
NO, Mr. Geese-NO, Mrs. Headlee-NO, Mr. Hicks-NO, Mr. Karrer-YES,
and Mr. Ulrey-YES. Motion failed and no objection was filed. On
the app,lication from Midvo, Inc., Mr. Callahan moved, seconded by
Mr. Hicks to object to the application andrequest a hearing, be-
cause there was not enough information available regarding the re-
quest. All voted in favor of the motion and the objection was
f i led.

Mr. Geese moved, seconded by Mr. Hicks to reconsider Ordinance 59-
76 (Architectual Board), all voted for the reconsideration. After
a lengthy discussion Mr. Geese moved, seconded by Mr. Hicks to
amend the Ordinance by deleting paragraph 3 of Section 561.03 and
also Section 561.08.

Vote on the amendment was: Mr. Callahan-YES, Mr. Geese-YES, Mrs.
Headlee-YES, Mr. Hicks-YES, Mr. Karrer-NO and Mr. Ulrey-NO. Vote
on the Ordinance was a unanimous NO and the Ordinance was defeated

Ordinance 03-77 dealing with refinement of a portion of the Muir-
field P.U.D. plan was read for the second time. Mr. Karrer moved,
seconded by Mr. Hicks to dispense with the three time readi~rule.
All voted in favor of the motion and the Ordinance.

Ordinance 09-77 dealing with a change of zoning was introduced by
Mr. Ulrey and ~ead for the first time. The public hearing date
was established as February 21, 1977.
Resolution 01-77 dealing with accepting a Storm Sewer easement was
introduced by Mr. Geese and read for the first time. Mrs. Headlee
moved, seconded by Mr. Geese to dispense with the three time read-
ing. All voted in favor of the motion and the Resolution.
Ordinance 10-77 dealing with purchase of two (2) new police crui-
sers, less one trade-in was introduced by Mr. Karrer and read for
the first time. It was recommended that two (2) new cruisers be
purchased from Bob McDorman Chevrolet at a net cost of $8,976.72.
Mr. Ulrey moved, seconded by Mr. Karrer to dispense with the three
time reading. All voted in favor of the motion an the Ordinance.

Resolution 02-77 dealing with acceptance of a road right-of-way
was introduced by Mr. Ulrey and read for the first time. Mr. Hick
moved, seconded by Mr. Karrer to dispense with the three time re-
ading. All voted in favor of the motion and the Resolution.

Ordinance 11-77 dealing with establishment of an Industrial Cost
Recovery Study for Phase I Sewers was introduced by Mr. Ca'lahan
and read for the first time. Mrs. Headlee moved, seconded by Mr.
Karrer to dispense with the three time reading. All voted in fa-.
vor of the motion and the Ordinance.
Resolution 03-77 dealing with estimated amounts of active and in-
active funds to be deposited was introduced by Mr. Karrer and read
for the first time. Mr. Hicks moved, seconded by Mr. Callahan to
dispense with the three time reading. All voted in favor of the
motion and the Resolution.
Members of Council praised al I who have been involved in snow re-
moval, particularly Mr. Pressley and Mr. Eger, our two (2) fu"-
time maintenance men, during the extremely harsh winter conditions
of the past two weeks. The Mayor, some police officers and 2 part
time employees assisted and were a big help during this period.

In regard to a request from a Mr. Mabrey on operation of a flea
market for used cars at the Dublin Drive-In Theatre, Mr. Geese
moved that Mr. Mabrey be asked to apply for a conditional use,
thru the P&Z Commission, seconded by Mr. Karrer, and all voted In
favor of the motion.

Due to the fact that Mr. Termeer had to leave the meeting early,
the Mayor named Sherman Sheldon as Acting Clerk for a part of the
meeting.

A letter of resignation from the Village consulting Planner havin
been read earlier in the meeting, Mayor Coffman asked if Hockaden
and Associates (Assistant Village Planners) could be used in the
interim period until a new Planner has bee~selected. Council con
curred with the Mayor's request.
Mr. Ulrey or Mr. Callahan are to instruct the Village Administra-
tor what Planning firms to contact and they will be interviewed
in an executive session of Council on Tuesday evening, January 25,
1977.
There being no further business to come before the Council, the
Mayor adjourned the meeting at 10:20 P.M.
