CALL TO ORDER
Mayor Peterson called the Wednesday, November 1, 201Y Special Meeting of Dublin City
Council to order at 5:40 p.m. in Council Chambers at Dublin City Hall.
ROLL CALL
Present were Mayor Peterson, Ms. Alutto, Mr. Keenan, Mr. Lecklider and Ms. Salay. vice
Mayor Reiner and Ms. Amorose Groomes were absent (excused).
Staff members present were Mr. McDaniel, Ms. Crandall, Ms. Readler, Ms. Mumma, Ms.
O'Callaghan, Ms. Richison and Mr. Hammersmith.
INTRODUCTION /PUBLIC HEARING /VOTE — RESOLUTION
Resolution 75-17
A Resolution Waiving Competitive Bidding and Authorizing the City Manager
to Enter Into an Agreement with Capitol Tunneling for the Emergency
Replacement of the Bridge Park East Block A Sanitary Sewer Line.
Mr. Keenan introduced the resolution.
Ms. O'Callaghan reported the following:
• On October 12, staff were notified that an existing eight -inch sanitary sewer
serving the Bridge Park East Block A development appeared to have a blockage.
The drain lines serving the AC Marriott Hotel and The Exchange conference
center appeared to be running slower, and the City was contacted to investigate.
• The City immediately performed an investigation with the Streets & Utilities staff
and determined that there was something blocking the line. They were not able
to determine what was blocking the line, so further investigation continued.
• She shared an exhibit depicting the area where the line is located, and the
manhole located on the plaza between the AC Marriott and The Exchange. The
line flows downstream to the roundabout, and there is a manhole located in that
roundabout. The line is comprised of clay and was installed in 1978. It was also
lined in 2007 by the City. It discharges into an existing 42 -inch sanitary sewer
that runs from the center island of the roundabout.
• Initial cleaning efforts by Streets 8( Utilities staff proved unsuccessful at removing
the blockage, and therefore a bypass pumping operation was immediately
implemented to bypass the flow around that line. That: operation has been in
place round the block, 24/7, and will need to continue until the line is replaced.
The costs for the pumping operation is outlined in the staff report, and that
operation has been turned over to a contractor.
• Further investigation determined that the entire sewer length has been collapsed.
The traditional method of replacing that line would be to open cut the entire area
from the surface. However, that would be logistically difficult; would cause
extensive surface disruption; and would impact traffic.
• After consulting the designer and a couple of contractors, it was determined that
tunneling — also referred to as a "bore and jack operation" would be the most
appropriate method to replace this line, causing minimal disruption at the surface
and having minimal traffic impacts.
• Staff retained IEMH&T who developed an abbreviated plan set for the replacement
of the sewer, and staff also solicited a proposal from Capitol Tunneling. There
are very few contractors who perform this specialized work. Capitol Tunneling
was one of the contractors consulted that indicated they would have immediate
availability to perform this work.
• Staff has reviewed the construction estimate they have provided. The price was
negotiated over a couple of meetings. Based on the existing conditions, site
logistics, difficult tunneling between two existing manholes requiring a very
precise operation, the construction work is estimated to cost $303,000.
• Preliminary work would begin immediately upon authorization, with actual
construction beginning on Monday, November 6 and concluding in mid-December.
Staff recommends approval of this resolution, which waives competitive bidding and
authorizes the City to enter into an agreement with Capitol Tunneling for this work.

She noted that Mr. Hammersmith and Mr. Garwick have spent considerable time working
through this issue, identifying the problem, contacting consultants and contractors, and
staff believes a good plan has been established to replace this line in a timely and cost
effective manner. She thanked them for their efforts.
She offered to respond to any questions.
Mayor Peterson stated he is totally supportive of all of staff's efforts. His only question is
whether the City knows why the line has collapsed, and after it is repaired, will they
know more about the reason it collapsed?
Ms. O'Callaghan responded it cannot be determined for certain. There was a lot of
construction activity in and around this area due to the development, the roundabout
construction, the significant fill of approximately 10 feet placed on top of this area and
the construction traffic. There really is no way of knowing for certain what caused this
collapse.
Ms. Salay remarked that she recalls how much the level was raised for this area.
Mayor Peterson asked if lining the pipes is intended to prevent seepage into the ground,
or does that reinforce the structure of the pipes.
Ms. O'Callaghan responded that it is primarily to prevent infiltration of water into the
pipe, adding to the flow, and then exceeding capacity.
Mr. Keenan asked if there was any sewage back-up to the hotel?
Ms. O'Callaghan stated that the hotel and the conference center notified the City that the
sewage drains were operating slowly and the City immediately implemented bypass
pumping. The Exchange was hosting events on that patio, so the City moved the bypass
operation to avoid that patio.
Mr. Keenan asked if the bypass pumping is done above ground.
Ms. O'Callaghan responded affirmatively. The sewer line that collapsed was 35 feet
down in the manhole on the plaza. A pump was placed down into that manhole and
pumped to a different; manhole to bypass the collapsed line.
Mr. Keenan asked if traffic disruptions could occur during the repair.
Ms. O'Callaghan responded there should be minimal traffic impacts during the repair
work.
Mr. Hammersmith added that law enforcement officers will be utilized to direct traffic and
to do temporary stops of traffic as materials are brought in and out. The plan is not to
impede traffic in the roundabout at all during the operations. He provided additional
detail on the specifics of the traffic management.
Ms. Salay asked if the City is aware of other lines in the area that may be similar clay
pipes of a similar age.
Ms. O'Callaghan responded that a few years ago, pipes in this area were lined — in
advance of the roundabout and realignment project. This pipe collapse will prompt
Streets & Utilities staff to go out and camera some additional lines in the area that would
not have been lined recently.
Ms. Salay stated it would be important to understand what other problems may exist in
this area, given all of the development. She thanked staff for handling this in such
expedient fashion and grateful that any problems were avoided for the new businesses.
Mayor Peterson stated that it will be interesting, after the work is (]orae, to have ars
opinion from the contractor about why this occurred.
Mr. Hammersmith responded that they will not be able to determine that, because the
new line will be installed 9-10 feet above the existing one, which is why the tunneling
method is being used. The downstream manhole will be filled with concrete up to the
level of the new pipe, so the existing pipe will be left in place. The best evidence of what
occurred is the video evidence where the liner was pushed down, and the top of the pipe
and pieces of clay were visible. The pipe could not be accessed from either end, which
was good evidence that the collapse took place.
Ms. O'Callaghan added that another benefit of installing the new pipe at a shallower
location is that the cost will be lower than if they had to bore through rock to install it.
