Two requests for Liquor permits were read by the Clerk, Council
requested the Clerk to obtain more information concerning both
applications and resubmit to Council. Mayor Coffman appointed
Gerald Macklin to the P&Z Commission. Ordinance 59-76, amending
the Zoning Code-Architectural Board was read. After a lengthy
discussion, an amendment was introduced by Mr. Karrer, seconded
by Mr. Geese and all voted in favor of the amendment, and four
members voted in favor of the Ordinance with Mr. Hicks voting NO
and Mr. Karrer abstaining. Ordinance passed 4-2.
The January 3, 1977 meeting of the Village of Dublin Council was
called to order by Mayor Charles Coffman with following Counci I
members present: Callahan, Geese, Headlee, Hicks, Karrer and
Ulrey. Mayor Coffman named Sherman Sheldon as, Acting Clerk for
the meeting. The minutes of the December 20, 1976 meeting were
read, Mr. Karrer moved, seconded by Mrs. Headlee that the minutes
be approved, all voted in favor of approval. Mr. Ulrey was elec-
ted Council President. The following bills were submitted for
payment:

Ordinance 01-77 dealing with Temporary Appropriations for 1977
was introduced by Mr. Karrer and read for the first time. Mr.
Ulrey moved, seconded by Mr. Hicks to dispense with the three timl
reading rule, all voted in favor of the motion and the Ordinance.
Ordinance 02-77 dealing with Transfer of Funds was introduced by
Mr. Ulrey and read for the first time. Mr. Karrer moved, seconde~
by Mr. Ulrey to dispense with the three time reading rule, all
voted in favor of the motion and Ordinance.

Ordinance 03-77 dealing with refinement of a portion of the Mur-
field P.U.D. Plan was introduced by Mr. Karrer and read for the
first time. Mr. Karrer moved, seconded by Mr. Ulrey to dispense
with the three time reading rule and the vote was Mr. Callahan-NO
Mr. Geese-YES, Mrs. Headlee-NO, Mr. Hicks-NO, Mr. Karrer-YES, Mr.
Ulrey-YES. Motion failed and the Ordinance will be read for the
second time on sr~.~ 17th.
Ordinance 04-77 dealing with appointments to the Cemetery Comm-
ission was introduced by Mr. Karrer and read for the first time.
Mr. Geese moved, seconded by Mr. Karrer to dispense with the threl~

Ordinance 05-77 dealing w~th appointment of a Council member to
the Parks and Recreation 'Committee was introduced by Mr. Ulrey anc
read for the first time. Mr. G_ese, moved, seconded by Mr. Ulrey
to dispense with the three time reading rule. All voted in favor
of the motion and the Ordinance, except Mrs. Headlee, who abstain
ed, since she was the appointee.

Ordinance 06-77 dealing with appointments to the Board of Zoning
Appeals was introduced by Mrs. Headlee and read for the first
time. Mr. Karrer moved, seconded by Mr. Ulrey to dispense with
the three time reading rule and all voted in favor of the motion
and Ord i nance.
Ordinance 07-77 dealing with an agreement with O.D.O.T. for re-
surfacing of a portion of S.R. 161 was introduced by Mr. Karrer
and read for the first time. Mr. Ulrey moved, seconded by Mrs.
Headlee to dispense with the three time reading rule and all vo-
ted in favor of the motion and the Ordinance.
Ordinance 08-77 dealing with compensation of the Village Admin-
istrator was introduced by Mr. Ulrey and read for the first time.
Mr. Ulrey moved, seconded by Mr. Karrer to dispense with the three
time reading rule and all voted in favor of the motion and the
Ord i nance.

Mayor Coffman asked Council to attend an Executive session of
Council on Wednesday, January 12, 1977, to discuss a proposed
Ordinance regarding the Village Planner, and he asked that Counci
also defer action on a proposed Resolution regarding the author-
ization to prepare a Land Use Plan, until after the Executive se-
ssion has been held.

It was moved by Mr. Callahan and seconded by Mr. Karrer to auth-
orize the purchase of 1.6 acres for expansion of the I.O.O.F.
Cemetery, cost of said land to be paid from the Cemetery Perpetua
Care Funds. All voted in favor of the motion.
Mr. Karrer moved, seconded by Mr. Geese that a proposed rezonIng
request from Mr. John I. Thomas be forwarded to the P<&Z Commi-
ssion for study and recommendations. All voted in favor of this
mot i on .
Mrs. Headlee asked that Council review the Ordinance regarding
the Parks and Recreation Committee with the idea of making said
Ordinance more specific in regard to the duties and powers of
said Committee, how often they should meet, who their advisor on
Park Planning and design should be, etc., etc.

There being no further business, Mayor Coffman adjourned the
