The December 20, 1976 meeting of the Village of Dublin Council was called to order by Mayor Charles Coffman with the follawing councilmen present: William Callahan, Ronald Geese, Catherine Headlee, Charles Hicks, Robert Karrer, and Wilbur Ulrey. The minutes of the December 6 meeting were read, Ulrey moved approval of the minutes, Karrer seconded, all voted in favor of approval. Ordinance 83-76 to amend the subdivision regulations on park fees was read for a second time, a public hearing was held and no one chose to speak, Callahan moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion andtlie ordinance. Ordinance 81-76 changing the name of a street was read for a third time, Mrs Jacob Shawan spoke in favor of the name Shawanway, the Clerk read a letter from an adjoining landowner asking the street be named Falls Drive, the name Shawan Falls Drive was suggested, ULrey moved the street be named Shawan Falls Drive, Karrer seconded, all voted in favor of the motion, all voted in favor of the ordinance. Ordinance 79-76 authorizing the adminstrator to advertise for bids for two police cruisers was read for a third time, Geese moved to amend to advertise for one or two cruisers less trade in, Ulrey seconded, all voted in favQr of the amendment, all voted in favor of the Qrdinance. Resolution 56-76 approving and accepting a deed for street purposes was read for a second time, Karrer moved to dispense with the three time reading rule Ulrey seconded, all voted in favor of the motion and the resolution. [ Karrer moved to untable Ordinance 59-76 amending the zoning code 'ley changing the architectural review board, Geese seconded, all voted in favor of untabling, After discussion and several suggested amendments, Karrer moved to send to P & Z, no second, council felt that the public had to be aware of the changes so Callahan moved to retable so final action could be taken at the next meet- ing, Geese seconded, all voted in favor of retabling. Fonn No. 1097 ~ r=- 11 del December 20,1976 continued 19 Council discussed the purchase of land on Monterey Drive, Callahan moved that council inform the owner that the village is not interested in the 1+ acre on the East side of Monterey Drive, Hicks seconded, Callahan, yes; Geese, no; Headlee, no; HIcks, yes; Karrer, no; ULrey, no. Motion failed, 2-4. The eelJletery board is ,to disauss the value and need of this land. ~ Geese asked if there was any council interest in working a a building maintaine ce code with the MORPC and noted that he is interested on continuing on serving .., if there is no interest, Callahan willing to help, no other interest, Mayor Coffman asked Geese and Callahan to look into this code further and that the MORPC representative attend meeting in January. Callahan asked about the prodedure in getting community development funds, he is interested in a comprehensive development plan, Sheldon reviewed the pro- cedure followed thus far, Callahan moved that the village apply to MORPC for $40,000.00 in funds for a land use plan, Headlee seconded, all voted in favor. Callahan also suggested an ordinance at the next meeting authorizing a land use plan. Council briefly discussed ai~plan for 89 acres in Muirfield, legis- lation to be ready for next meeting.
