The December 6, 1976, meeting of the Village of Dublin council was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert
Karrer, present; Wilbur Ulrey, present. The minutes of the November 15 meeting
were read, Karrer:;moved approval, Ulrey seconded, all voted in favor.
The following bills were submitted for payment;

Ulrey moved payment of the bills, Headlee seconded, all voted in favor.

Results of the November 2 election on village issues were read, $225,000.00
sewer issue was 602 for and 598 against, the $315,000.00 sewer issue was
572 for and 616 against, and the $466,000.00 water issue was 539 for and 630
against, the clerk read a letter from Dan Smithabout future planning and the
new proposed m&nicipal building.

Ordinance 79-76 authorizing the village adminstrator for bids for two new
police cruisers was read for a second time, Callahan asked about comparison
to previous specs and the need of an additional cruiser.
Ordinance 80-76 amending the code of ordinances, regulating second hand stores
was read for a second time, after a lengthly:giscussion which included a pro-
tests from the antique dealers, Geese moved to dispense with the three time
reading rule, Karrer seconded, all voted in favor of the motion, all voted
against the Ordinance, ordi~ance 80-76 failed 0-6.
Ordinance 81-76 chmnging the name of a street was read for a second time.
David Hamilton, of MORPC, explained the availability of community development
funds and the purpose of the program, from previous meetings with village
officials the following projects ahve been listed, 1) continue to develop the
Avery Road park, 2) housingimprovement, 3) the East Scioto ParklOld state park)
and 4) curb ramps. Callahan suggested swim pool, bike paTHS, and long range
plan be considered.

Ordinance 84-76 accepting a petition for annexation of 32+acres of William C
Welch was introduced by Karrer and read for the first~; time, Geese moved to
dispense with the three time reading rule, Karrer seconded, all present voted
in favar of the motion and the ordinance.

Ordinance 85-76 accepting the bids of Game Time for 12 benChes, $813.60;
Sandberg and Associates for 12 tables, 2280.00; Service Supply, Ltd., for
6 stoves, 351.00 was introduced by Headlee and read for the first time, Karrer
moved to dispense with the three time reading rule, Geese seconded, all voted
in favor of the motion and the ordinance.
Ordinance 86-76 renewing the $814,000.00 note for phase I sewers with
Huntington National Bank and interest rate of 2.90 was introduced by Geese
and read for the first time, Ulrey moved to dispense with the three time
reading rule, Geese seconded, all voted in favor of the motion and the ordinancl .

Ordinance 87-76 establishing uniform rates to be charged by the Columbia Gas
~am~ny of village residents was introduced by Geese and read for the first

emergency measure, vote on motion-Callahan, yes; Geese, yes; Headlee, yes;
Hicks, no; Karrer; yes; Ulrey, yes. Vote on the ardinance, Callahan, yes;
Geese, yes; Headlee, yes; Hicks, no; Karrer, yes; Ulrey, yes. Passed 5-1
