The November 15, 1976, meeting of the Village of Dublin council was called to
order by Mayor Charles Coffman. Roll Call - William Callahan, present; Ronald
Geese, present; Catherine Headlee, present; Charles Hicks, absent; Robert Karre
present; Wilbur Ulrey, present. The minutes of the November 1 meeting were
read, Kerrer moved approval of the minutes, Ulrey seconded, all voted in favor

Geese moved payment of the bills, Ulrey seconded, all present voted in favor.
Mrs Headlee asked that it be noted in the minutes that since the police ser-
geant and lieutenant have not taken tests that she will not support their pay
raises until the tests are taken.
Letters from Planning and Zoningrecommending approval of final development
plans of River Oaks subdivision and Muirfield phase VI were read. A letter
from the Parks and Recreation committee concerning purchase of equipment and
land was read.

Karrer moved that council accept the final plat plan of River Oaks subdiVision,
Geese seconded, Callahan, no; Geese, yes; Headlee, yes; Hicks, absent; Karrer,
yes; Ulrey, yes. Passed 4-1.
Karrer moved that council accept the final plat plan of Muirfield Phase VI,
Ulrey seconded, Callahan, yes; Headlee, no; Geese, nof Hicks absent; Ka~rer,
yes; Ulrey, yes. After further discussion Geese moved to reconsider the vote,
Karrer seconded, all present voted in favor of reconsidering the vote. Karrer
moved that council accept Muirfield Phase VI final plat plan, Ulrey second~d,
Callahan, yes; Geese, yes; Headlee, no; Hicks, absent; Karrer, yes; Ulrey,
yes. Passed 4-1.
Ordinance 69-76 an agreement with Ohio Edison for street lighting was read
for a third time, Callahan moved to table, Geese seconded, all present voted
to table,

Ordinance 77-76 authorizing the village adminstrator to advertise for bids
for park equipment was introduced by Headlee and read for the first tmme,
Ulrey moved to dispense with the three time reading rule and pass as an emer-
gency measure, Karrer seconded, all present voted in favor of the motionand
the ordinance.

Ordinance 78-76 accepting a petition for annexation of 40.85 acres was intro-
duced by Ulrey and read for the first time, Geese moved to dispense with the
three time reading rule, Karrer seconded, all present voted in favor of the
motion and the ordinance.
Ordinance 79-76 authorizing the village adminstrator to advertise for bids
for two police cruisers was introduced by Ulrey and read for the first time.
Ordinance 80-76 amending the code of ordinances - regulations for second hand
stores was introduced by Karrer and read for the first tmme.
Ordinance 81-76 changing the name of a street was introduced by Ulrey and
read for the first time.

Resolution 53-76 accepting certain sanitary sewer easements was introduced by
Karrer and read for the first time, Ulrey moved to dispense with the three time
reading rule and pass as an emergency measure, Geese seconded, all present
voted in favor of the motion and the resolution.
Resolution 54-76 changing the time for council meetings to begin to 7:30 PM
was introduced by Geese and read for the first time, Ulrey moved to dispense
with the three time reading rule, Geese seconded, vote on motion, Callahan, no;
Geese, yes; Headlee, yes, Hicks absent; Karrer, yes; Ulrey, yes. Vote on
resolution, Callahan, no; Geese, yes; Headlee, yes; Hicks, absent; Karrer, yes;
Ulr~, yes. Resolution passed 4-1.
Callahan moved to withdraw Ordinance 68-76 concerning subdivision regulations,
Karrer seconded, all present voted in favor.
Callahan moved, Ulrey seconifed that council waive council rule of order so
Callahan could introduce orciinanc.e 82-76^amending the village zoning Ordiance,
section 450. Ordinance 82-76 was read for the first time.Ordinance 83-76 was
read for the first time. Callahan moved, Geese seconded that a public hearing
on ordinances 82-76 and 83-76 be set for December 20, 1976 at 7:30 PM.
Karrer moved, Ulrey secomded that council suspend rule of order so Resolution
55-76 authorizing Muirfield Ltd to file a final plat of Muirfield Village,
phase IV, part 1. Karrer introduced resolution 55-76 and it was ~ead for a
first time, Headlee moved, Geese seconded to dispense with the three time
reading rule and pass as an emergency measure, all present voted in favor
of the motion and the resolution.
Geese discussed problems with current sign ordinance, proposed sigp ordinance,
and enforcement. Richard Royce presented preliminary drawing of proposed
municipal building. Co~ncil apporved a left turn lane on High Street turning
East onto Bridge Street.
The mayor declared the meeting adjourned
