The November 1, 1976, meeting of the Village of Dubl~n gouncil was called to
or~er by Mayor Charles Coffman, roll call as fOllows, William Callahan, pre-
sent; Ronald Geese, present; Catherine Headlee, present; Charles Hicks, pre-
sent; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the
October 18 meeting were read, Headlee moved approval of the minutes, Geese
seconded, all voted in favor. The following cills were presented:

division be named Falls Drive and a notice of hearing on an annexation pet-
ition from ~SO Electric Co.

Ordinance 68-76 to amend ordinance 27-64 subdivision regulations was read
for a second time.

Ordinance "-76 an agreement with Ohio Edison Co to furnish street lighting
was read for a second time.
Ordiance 71-76 proposing pay rate increases for the police department was
read for a second time, Karrer moved to dispense with the three time read-
ing rule and pass as an emergency measure, Ulrey seconed, Callahan, no;
Geese, yes; Headlee, no; Hicks, yes; Karrer, yes; Ulrey, yes; Passed 4-2.
Vote on ordinance Callahan, yes; Geese, yes; Headlee, no; Hicks, yes;
Karrer, yes; Ulrey, yes; Ordinance passed 5-1.
Resolution 51-76 authorizing the mayor to sign cooperation agreement with
the FrankHilnCduntytCommissioners reggrding Community Development Funds was
introduced by Karrer and read for the first time, Geese moved to dispense
with the three time reading and pass as an emergency measure, Headlee sec-
onded, all voted in favor of the motion and the resolution.

Ulrey m9ved, Hicks seconded that council pa8@ council ~le of order and that
resolution 52-76 be introduced, all voted in favor and Karrer introduced
resolution 52-76 accepting certain sewer easements and it was fead for the
first time, Hicks moved to dispense with the three time reading rule and
pass as an emergency measure, all voted in favor of the motion and the
resolution.

Ordinance 73-76 approving a sub agreement with Burgess and Niple for engineer-
ing services on Phase II sewers was introduced by Karrer and read for the
first time, ULrey moved to dispense with the three time reading rule, Karrer
seconded, all voted in favor of the motion and the Ordinance.

Ordinance 74-76 providing for additional legal counsel for the village was
introduced by Geese and read for the first time, Geese moved to dispense with
the three time reading rule and to pass as an emergency measure, Karrer
seconded, all voted in favor of the motion and the ordinance.
Ordinance 75-76 accepting the bid of Niple Ramey of $212,004.75 for the
construction of River Forest waterlines was introduced by Ulrey and read
for the first time, Callahan movedto dispense with the three time reading
rule and pass as an emergency measure, Geese seconded, all voged in favor
of the motion and the ordinance.
Ordinance 76-76 setting the fee for Architec~\Richard Royce for the design
of a new muniCipal building was introduced by Callahan and read for the firs

time, Callahan moved to dispense with the three time reading rule, and pass
as an emergency measure, all voted in favor of the motion and the rodinance.
Karrer moved, Geese secomed that council accept the engineering grant for
additional sewers from EPA, all voted in favor.

Callahan moved, Headlee seconded that the village planner attend meetings
concerning planning in the Sawmill Road area and report back to council,
all voted in f~or.

Mike Strunk the village pl~~ner discussed 1) storm water drainage, 2) plann-
ing for the Sawmill Road area, 3) architectural review board, 4) commercial
codes.
The mayor adjourned the meeting at 11:22 PM
