AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR PUBLIC HEALTH SERVICES
WITH THE DISTRICT ADVISORY COUNCIL OF THE
FRANKLIN COUNTY GENERAL HEALTH DISTRICT FOR 2018
WHEREAS, Chapter 3709 of the Ohio Revised Code states that a city constitutes a
health district and must provide health services for residents within that district; and
WHEREAS, the City contracts with the District Advisory Council of the Franklin
County General Health District to provide health services as required by the Ohio
Revised Code; and
WHEREAS, the previous contract authorized under Ordinance 36-16 expires on
December 31, 2017.
NOW, THE EFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. The City of Dublin desires to enter into a contract, attached hereto as
an Exhibit, with the District Advisory Council of the Franklin County General Health
District to provide health services to the residents of the City of Dublin.
Section 2. The City Manager and Finance Director be, and hereby are, authorized
and directed to execute said contract with the District Advisory Council of the Franklin
County General Health District.
Section 3. This Ordina9ce shall be effective at the earliest date permitted by law.

Health Services Contract for 2018 with Franklin County Public Health.
Ordinance No. 64-17 authorizes the City Manager to enter into a contract with the District Advisory
Council of the Franklin County General Health District (Franklin County Public Health) for the
provision of public health services and plumbing inspection services for 2018. Franklin County
Public Health serves as the public health agency for the City, including the portions of the City in
Delaware and Union Counties.
This memo is in response to questions raised at the first reading of this Ordinance on September
25, 2017 in regard to the costs of plumbing inspection and permit fees related to our contract with
Franklin County Public Health. As outlined within the terms of the Franklin County Public Health
2018 Health Services Contract, services are rendered "when requested by the citizens of Dublin,
Ohio, officials of city government, school authorities or medical personnel practicing in or around
the City of Dublin, Ohio or when required by the statue statute."
Invoices for plumbing inspections and permit fees are received monthly and are assessed based
upon the number of fixtures inspected at each location. Charges are itemized as residential and
commercial and billed by address and permit number.
Recommendation
Staff recommends that Council approve Ordinance No. 64-17 at the second reading on October 9,
2017.

Ordinance No. 64-17 authorizes the City Manager to enter into a contract with the District Advisory
Council of the Franklin County General Health District (Franklin County Public Health) for the
provision of public health services and plumbing inspection services for 2018. Franklin County
Public Health serves as the public health agency for the City, including the portions of the City in

On August 8,. 2017,, the Franklin County Board of Health approved a per capita rate of $8.28 for
the public health services it provides to participating jurisdictions. This per capita rate reflects a
5% increase over the 2017 per capita rate. Based on MORPCs estimated population for Dublin of
17,326, the City's cost for the 2018 contract is $391,859.28.
Staff recommends that Council approve Ordinance No. 64-17 at the second reading/public hearing

On behalf of Franklin County Public Health, I would like to thank you for continuing to
partner with us to provide public health services to your residents. We take pride in being
an accredited health department and remain committed to meeting the needs of our
residents through enhanced transparency, continuous quality improvement and
excellent customer service. Our day to day work of preventing disease, promoting
healthy living and protecting against public health threats through education, policies,
programs and partnerships continues to grow as your community grows.
As we move toward a new year and our 2018 contract, we wanted to notify you that
Franklin County Public Health is requesting 65% increase in your charge for public health
services in 2018. This is a per capita rate of $8.28.
Based on the per capital rate of $8.28 approved by the Franklin County Board of Health
on August 8, 2017, the annual cost of your 2018 contract will be $391,859.28. Your total
cost is determined by multiplying your city's population figures by the per capita rate.
Based on the MORPC population estimate, the population figure for your city is 47,326.
Enclosed are two original contracts for your signature. Please sign and return both
contracts to the attention of Andrea Harless. Once all signatures are obtained, a fully
executed contract will be returned to you.

SECTION 4. The City of Dublin, Ohio shall pay to Franklin County Public Health for
said public health services furnished to the City of Dublin, Ohio and the
inhabitants thereof, such sum or sums of money based on a per capita rate as
would be charged against municipal corporations composing the Franklin
County General Health District at a per capita rate of $8.28.
SECTION 5. Said sum or sums of money shall be paid by 'The said City of Dublin,
Ohio to said Franklin County Public Health upon receipt of semi-annual invoices
by the Firanklin County Board of Health on the first day of January, and june,
2018. The sum for 2018 shall not exceed $391,,859.28, notwithstanding any fee
established pursuant to the sections set forth below.
Franklin County Public Health agrees to certify such nuisance abatement costs to
the Franklin County Auditor to be recorded as a lien upon the property and shall
reimburse all funds recovered under such a lien to the City of Dublin, Ohio.
SECTION 7. Franklin County Public Health shall, for the consideration hereinafter
stated, furnish to the City of Dublin, Ohio,, all plumbing inspections as are
furnished to all inhabitants within the general health district of Franklin County.
Inspectors are to be state certified by the Ohio Department of Commerce.
SECTION 9. This contract is approved by a majorify of the members of the
legislative authority of the City of Dublin, pursuant to the provisions of Ordinance

SECTION 10. The City of Dublin, Ohio has determined that Franklin County Public
Health is organized and equipped to adequately provide the service that is the
subject of this contract.

2018 Integrated Mosquito
Management Contract
September 13, 2017
Contract Extension through 2018
Franklin County Public Health and the Mosquito Workgroup have been reviewing the Franklin County
Mosquito Management Program in order to make improvements to the program and issue a Request for
Proposal for 2018-2020 services. Progress has been made, delays and interruptions have occurred, and
additional questions were raised regarding services and possible improvements. We realized that an RFP
could not be issued, and bids returned, in time for anyone to review, comment and obtain proper
appropriations. If was decided to exercise a second 1 -year contract extension (with no price increase) for
fhe 2018 mosauifo season.
West Nile Virus Testing
FCPH has used RAMP WNV testing for over a decade and were looking for a more accurate and cost-
effective test. FCPH and VDCI, along with CDC, had an opportunity to participate in testing a new WNV
testing platform for mosquitoes called "LAMP". Discussions with the vendor began last winter and
arrangement to "beta -test" the platform was made available to us in July. We have had mixed success
and continue to test it, tweak it and provide feedback. While very promising, it is not as easy to use and
accurate as anticipated. We agreed that we should continue to test this product, but could not yet
incorporate this into the new RFP.
Nuisance Mosquito Control
FCPH's mosquito program continues to be based on managing mosquitoes that carry disease and
preventing human illness. The Workgroup identified nuisance mosquito control (mosquitoes that do not
carry disease but are aggressive biters) as a direction some of jurisdictions may be interested in. With this
year's rainy summer (like 2015), we have seen a huge number of nuisance mosquitoes. Regardless of the
type of mosquito, the general public simply wants to be able to go outside and not get eaten alive. It
becomes a quality of life issue and not a disease prevention issue. VDCI again, accommodated us by
agreeing to spray many communities simply based on confirmed nuisance mosquito numbers. This
nuisance mosquito is not part of our current contract/agreement with VDCI. More time is needed to
explore the structure of a nuisance mosquito program, as well as the anticipated costs, before
incorporating into the new RFP.
Mosquito Software and Lab Equipment
The Workgroup determined that mosquito management software would better serve the program, if it
was housed and directed by FCPH, not the contractor. FCPH has identified a mosquito management
software program that would greatly enhance data collection, provide detailed mapping, improve
reporting, and provide real-time updates of program functions. This program requires expertise and
support of ESRI ArcGIS software, for which FCPH would need to build capacity within our agency. In
addition, we need to determine a way to equally share the cost of the software and annual maintenance
(e.g., an agreement between FCPH and any participating jurisdiction or as a cost that FCPH may incur as
our contribution to the program).
To create long-term capacity and infrastructure for the program, the Workgroup agreed that lab
equipment is best obtained and supplied to the contractor by FCPH. We need to determine a way to
equally share the cost of lab equipment (e.g., an agreement between FCPH and any participating
jurisdiction or as a cost that FCPH may incur as our contribution to the program).
FCPH Resources
Due to staffing shortages (medical leave, vacancy) and disease outbreak responses (Legionella) this past
winter and spring, we were unable to keep the RFP development on pace for a timely bid for budgeting
purposes.
