WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Holder- Wright Park Development project, and WHEREAS, Council has determined that the base bid in the amount of $1,657,000.00 submitted by Thomas & Marker Construction is the lowest and best bid; and WHEREAS, this project was programmed in the 2017 CIP; and WHEREAS, funding will be available in the Capital Improvements Tax Fund. NOW, THE EFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1. The base bid in the amount of $1,657,000.00 submitted by Thomas Marker Construction is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract for said project as specified within the bid proposal and the City's bid documents on file in the Department of Parks &Recreation. Sect. Attached are maps of the location of the parkland and the site where construction will take place (Exhibits C and D). For your reference, complete construction details are available for review in the Council Planning room. 7 Staff recommends adoption of Resolution 69-17, accepting the complete bid by Thomas & Marker Construction in the amount of $1,657,000.00. References have been verified by CT Consultant and City staff, and have determined to be satisfactory (Exhibit E). The apparent lowest and most responsive bid was received from the combination of Contracts A, B, & C bid together as a single bid. No other combination of bids resulted in a lower total bid. The bids for the combination of Contracts A, B, & C bid together as a single bid ranged from a low bid of $1,657,000.00 to a high bid of $1,835,000.00, as compared to the Opinion of Probable Construction Cost of $1,947,298.00. The apparent lowest and most responsive bidder for the combination of Contracts A, B, & C bid together as a single bid is the Thomas and Marker Construction Co. of Columbus, Ohio, whose bid has been reviewed and found to be in conformance with all contract requirements. We contacted their references and reviewed the information contained in their bid. It is our opinion that they are experienced and qualified to perform the work within the three contracts.
