WHEREAS, the proposal is consistent with the Dublin Community Plan and the
Zoning Code.
NOW, THE EFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of its elected members concurring, that:
Section 1. The following described real estate, (see attached legal description),
situated in the City of Dublin, State of Ohio, is hereby rezoned BSD -HT, Bridge Street
District Historic Transition, and shall be subject to regulations and procedures
contained in Ordinance No. 21 -70 (Chapter 153 of the Codified Ordinances), the City
of Dublin Zoning Code and amendments thereto as well as the approved
development text.
Section 2. The application, including the list of contiguous and affected property
owners, and the recommendations of the Planning and Zoning Commission, are all
incorporated into and made an official part of this Ordinance and said real estate
shall be developed and used in accordance there within.
Sect ia 3. This Ordinan all take effect upon the earliest date permitted by law.

Vdinance 59-17 is a request for review and approval of a standard district rezoning from BSD�
P, Bridge Street District Public to BSD-HT, Bridge Street District Historic Transition for two
parcels totaling 2.4 acres. I
The property was zoned to BSD-Public, Bridge Street District Public in March, 2012 with the
establishment of the Bridge Street District and the accompanying Zoning Code.
The proposal is for the rezoning of two newly created parcels totaling 2.4 acres from BSD-P,
Public District to BSD-HTN, Historic Transition District. The parcels will be the future site for th4
CML Dublin Branch and the Downtown Dublin Parking Garage, and created with the Final Plat
(Case 17-068PP/FP) approved by City Council on August 28, 2017.
The Bridge Street Historic Transition District allows numerous commercial, civic, public ani
institutional uses, such as office, eating and drinking, libraries, schools, and government
services.

The Vice Chair, Chris Brown, said the following application is for a Rezoning of 2.4 acres from BSP -P,
Bridge Street District Public to BSD -HTN, Bridge Street District Historic Transitional Neighborhood. He
said the site is on the northwest corner of the intersection of North High Street and North Street. He said
this is a review and recommendation of approval to City Council for a Standard District Rezoning under
the provisions of Zoning Code Sections 153.232 and 153.234.
The Vice Chair asked if the Commissioners needed this case removed from the Consent Agenda. Cathy
De Rosa said she had one question for staff and did not need a full presentation. She asked if the
projects could be built through the current zoning.
Vince Papsidero confirmed the projects could be built under the existing zoning district, but as part of the
Development Agreement the Library requested the City undertake a rezoning to allow for expanded uses
should the site ever redevelop. He said the Historic Transition District provides additional uses and more
flexibility for future redevelopment than the Public District. He said the proposed rezoning is consistent
with the area plan, future land use map and serves as an anchor for the Historic District.
Ms. De Rosa confirmed the proposal brings more to the District. Mr. Papsidero agreed

Summary

B. Overview
1. Background
The Architectural Review Board reviewed and made a recommendation of approval to the
Planning and Zoning Commission for the rezoning request at the July 26, 2017 meeting.
Following a review and recommendation of approval from the Administrative Review Team
on July 20, 2017.
2. Site Characteristics
1) Natural Features
The site has significant grade changes across the site, with the largest change from
west to east along the northern boundary. The existing library building is located in the
northeastern portion of the site, and existing off street parking located to the south and
west of the building.
2) Historic and Cultural Facilities
There are no historic or cultural facilities present on this site. A demolition request was
approved by the Architectural Review Board on June 28, 2017 for the existing library
building and site.
3) Surrounding Land Use and Development Character
• North and West: BSD -P, Public District (Dublin City Schools and Grounds of
Remembrance)
• East: BSD -HTN, Historic Transition Neighborhood (Mixed use
development and public plaza)
• South: BSD -HC, Historic Core District (Commercial uses)
4) Road, Pedestrian and Bike Network
The site is located along the west side of North High Street and the north side of North
Street. Street network improvements include future Rock Cress Parkway to the north,
future Franklin Street to the west and modifications to existing North Street and North
High Street. Pedestrian and bike facilities will be addressed with the approval of the Site
Plans for the CIVIL Dublin Branch and Downtown Dublin Parking Garage reviews.
5) Utilities
Utility provision will be reviewed with the approval of the Site Plans for the CIVIL Dublin
Branch and Downtown Dublin Parking Garage reviews.
C. Details
1. Process
The Zoning Code requires a determination whether the proposed rezoning will generally
conform to the Dublin Community Plan and other applicable area plans, integrates in an
appropriate and compatible manner with surrounding land uses, and generally adheres
to other accepted planning policies and practices. For sites within the Historic District,
the Architectural Review Board makes a recommendation to the Planning and Zoning

Commission, after recommendation by the Administrative Review Team. The rezoning
application will be forwarded to City Council for public hearing and final vote after
recommendation by the Commission. This analysis is separate from any consideration of
a specific use.
2. Proposal
The proposal is for the rezoning of two newly created parcels totaling 2.39 acres from
BSD -P, Public District to BSD -HTN, Historic Transition District. The parcels will be the
future site for the CML Dublin Branch and the Downtown Dublin Parking Garage, and are
being created with the Final Plat (case 17- 068PP /FP) that is included in the packet for
your reference.
3. Analysis
1) Permitted and Conditional Uses
The Bridge Street Historic Transition District allows numerous commercial, civic, public
and institutional uses, such as office, eating and drinking, libraries, schools, and
government services.
2) Community Plan — Future Land Use Map
The Community Plan shows the future land use for this site and the adjacent properties
LO the south and west as "Mixed Use
Village Center'. This classification is
intended for sites located near arterials
and major collectors intended as
moderately -sized nodes of commercial
activity. One of the two areas designated
as Mixed Use Village Center is the Historic
District. The proposed zoning district
permits development that corresponds with
the future land use classification identified
for this area of the City.
3) Community Plan — Thoroughfare Plan
The Thoroughfare Plan classifies road types based on traffic demand and identifies
future character improvements to accommodate the increased activity. The construction
of the street network associated with the construction of the CML Dublin Branch and the
Downtown Dublin Parking Garage meet the Thoroughfare Plan and the Bridge Street
District Street Network Map.
The City's five -year CIP includes the reconstruction of North High Street between Indian
Run Drive and North Street, which is currently underway; and the construction of
Franklin Street north of SR 161 to Rock Cress, North Street between Franklin Street and
N. High Street, Rock Cress between Franklin Street and the reconstruction of N. High
Street. The dedication of right -of -way and the creation of the two lots for the library and
parking garage occur with a separate plat (case 17- 068PP /FP).

4) Community Plan — Bridge Street District Area Plan
The Bridge Street District envisions a vibrant and walkable center of the city, with a
dynamic mix of land uses and housing integrated with natural features. Historic Dublin is
located within the heart of the Bridge Street District, allowing opportunities for grow and
careful intensification, while preserving historic character and protecting existing
neighborhoods.
The vision for Historic Dublin includes several goals in the near term, such as pedestrian
and parking improvements, and sensitive mixed -use redevelopment; and long term such
as the redevelopment of the school site in the core of the District.
D. Criteria Analysis
Standard District Rezoning
1) Evaluation based on Future Land Use designation.
Criterion met.
The site was zoned BSD -P, Bridge Street Public District as part of an area wide rezoning
in 2012 to establish the Bridge Street District. With the adoption of the 2007 Community
Plan the future land use classification for this, and the adjacent properties, was
identified as Mixed Use Village Center. The proposed zoning designation, BSD -HT,
Bridge Street Historic Transition District meets the intended land use and provides for a
wide array of permitted commercial and institutional uses.
2) Evaluation based on the Thoroughfare Plan.
Criterion met.
Redevelopment of the site and the construction of the surrounding area roadway
improvements are expected to meet the needs of future demand. The five -year CIP
contains the approval for the roadway improvements for the adjacent street network.
The dedication right -of -way and the creation of the two lot occurs with a separate plat
application.
3) Evaluation based on the Area Plan.
Criterion met.
The Bridge Street District Area plan envisions sensitive redevelopment that complements
the core of the Historic District. The requested rezoning is in keeping with the future
land use and development potential of the area.
E. Recommendations
The proposed Standard District Rezoning is consistent with all of the applicable review
criteria. A recommendation of approval to City Council is recommended by the
Architectural Review Board and Planning Staff to the Planning and Zoning Commission for
an amendment to the Zoning Map for the rezoning of this site to Bridge Street District
Historic Transition.

The Chair, David Rinaldi, said the following application is a request for a Rezoning of two parcels totaling
2.39 acres from BSD -P, Bridge Street District Public to BSD -HTN, Bridge Street District Historic Transition
District. He said the site is on the northwest corner of the intersection of N. High Street and North Street.
He said this is a request for a review and recommendation of approval to the Planning and Zoning
Commission for a Standard District Rezoning under the provisions of Zoning Code Sections 153.232,
153.234, and 153.066.
Jennifer Rauch added the Rezoning is for the Columbus Metropolitan Library site as well as the new
parcel for the Downtown Dublin Parking Garage within the Historic District. She stated the Development
Agreement between the City and the library includes a provision to rezone these properties to Historic
Transition to provide additional uses upon future redevelopment of that site. She specified the two
parcels involved that were created with a separate plat currently under review.
Ms. Rauch presented the proposed rezoning and noted the area that is currently zoned Bridge Street
District Public and the request for rezoning is to the BSD Historic Transition District. She stated the
proposed library and parking garage would be able to be developed under both zoning classifications.
She presented the Special Area Plan, the Future Land Use Map that outlines the site as Mixed -Use Village
Center, and the Thoroughfare Plan, which are met with the proposal.
Ms. Rauch said the Administrative Review Team made a recommendation of approval for the Standard
District Rezoning with no conditions. She stated the recommendation of approval is recommended to the
Planning and Zoning Commission. She said following their review, the application will be forwarded onto
City Council for final review and determination.
The Chair invited public comment [Hearing none.] He asked for questions or comments from the Board
[Hearing none.]

Mr. Musser moved, Ms. Stenberg seconded, to recommend approval to the Planning and Zoning
Commission for a Standard District Rezoning with no conditions. The vote was as follows: Mr. Rinaldi,

Jennifer Rauch said this is a proposal for Rezoning two parcels totaling 2.39 acres from BSD -P, Bridge
Street District Public to BSD -HTN, Bridge Street District Historic Transition Neighborhood. She said the site
is at the northwest corner of the intersection of N. High Street and North Street. She said this is a request
for a review and recommendation of approval ultimately to City Council for a Standard District Rezoning
under the provisions of Zoning Code Sections 153.232 and 153.234.
Ms. Rauch presented the plat and noted the two newly created lots #1 and #2 to be rezoned to the BSD
Historic Transition Neighborhood, which allows numerous commercial, civic, public and institutional uses,
such as office, eating and drinking facilities, libraries, schools, and government services. She said the
adjacent properties to the south and west are identified as "Mixed -Use Village Center" on the Future Land
Use Map, intended as moderately -sized nodes of commercial activity. The requested rezoning is in keeping
with the future land use and development potential of the area, she said, and will permit development that
corresponds with the future land use classification identified for this area of the City. She stated the
construction of the street network associated with the construction of the CML Dublin Branch and the
Downtown Dublin Parking Garage meet the Thoroughfare Plan and the BSD Street Network Map.
Ms. Rauch said approval is recommended to the Architectural Review Board as the rezoning meets the
Community Plan who will then make a recommendation to the Planning and Zoning Commission, who in
turn, make a recommendation to City Council.
Vince Papsidero asked if there were any questions or concerns regarding this application. [There were
none.] He called for a vote, the motion carried, and the Rezoning was recommended for approval by the
ART and forwarded to the Architectural Review Board for their meeting on July 26 to then be recommended
to the required reviewing body.

recommendation of approval to City Council for a Standard District Rezoning under the provisions of Zoning
Code Sections 153.232 and 153.234.
Ms. Rauch said this is a request of the City as part of the development agreement with the library. She
stated this proposal is in line with the Community Plan. The process, she said, will entail the ART making
a recommendation to the Architectural Review Board for their meeting at the end of July and the ARB will
make a recommendation to the Planning and Zoning Commission who will make a recommendation by mid -
August to City Council for their meeting in September.
