Roll call as follows: William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the voted ".... August 23 meeting were read, Ulrey moved approval, Karrer seconded, all in favor of approval. Ordinance 58-76 deleting certainsprinkler system requirements from ordinance 36-74 was read for a second time, Geese moved to pass as an emergency measure, Ulrey seconded, Callahan, no; Geese, yes; Headlee, no; Hicks, yes; Karrer, yes Ulrey, yes;, 'vote on the ordinance Callahan, no; Geese; yes; Headlee, no; Hicks, yes; Karrer, yes; Ulrey, yes. Ordinance 58-76 passed 4-2. Ordinance 59-76 amending ordinance 21-70 changing the architectural review board was read for a second time, Callahan moved the fOllowing amendment, change citizen plan commissioner to citizen member of planning and zoning, change one historian to one citizen member, recommended by the mayor, and add historical to fifth line of 561.04, Karrer seco~d the amendment, all voted in favor. ,... \..... Mike Strunk, village planner, discussed storm drainage, noting that MORPC is making study and he suggested village wait for some results, council asked that he see what information is available at this time. Ordinance 60-76 transferring $3000.00 from the general fund to the Force Main Maintainence and Escrow fund was introduced by Karrer and read for the first time, Hicks moved to dispense with the three time reading rule, Karrer seconded, all voted in favor of the motion and the ordinance. Ordinance 61-76 amending the village code of ordinances concerning maxJ.mJ.um continous parking was introduced by Geese and read for the first time. Resolution 46-76 accepting amounts and rates as determined by the budget commission for 1977 was introduced by liJleey and read for the first time, Karrer moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. ~ ...J Odrinance 62-76 establishing the pay of the village planner, Designers Forum was introduced by Geese and read for the first time, Hicks moved to dispense with the three time reading rule, Callahan seconded, all voted in favor of th motion and the ordinance. Resolution 47-76 permitting the mayor and clerk to sign a quit claim deed concerning an easement right a way wasintroduced by Headlee and read for the first time, Karrer moved to dispense with the three time reading rule, Geese seconded, all voted in favor of the motion and the resolution. Hicks moved, Karrer seconded to accept the final plat of Muirfield phase five, all voted in favor. The mayor appointed Catherine Headlee to a bikeway co-ordination committee. Council ~scussed speed guns for use by the police, Geese moved to purchase on sPied gun at a cost of $1795.00 Ulrey seconded, all voted in favor. David Scott presented to council a proposal to clean up the old cemeter,y near Indian Run, Scott proposed to use vo-ag students paid by the village to (1) clear brush, with village hauling away debris, (2) collect grave stones (3) secure additional dirt to fill in low spots (4) rebuild perimeter fence. Council asked Scott to go ahead with the first step of clearing. ~ , ...... ( Muniaipal Building Union 76 not interested in selling any of corner so Ohio Bell Property not feasible. Sheldon presented a proposal to add on to present building at cost of less than $10,000.00. Sheldon to get firm quotes from three,_or four local builders. G6uncli.l also instructed Sheldon to work wi th Dick Royce to draw up some guidelines to secure an architect to subni t \ plans for a new municipal building. Fire and Emergency coverage in Concord Township Area of the village. Council instructed Don Richardson to set up a meeting with the fireboard to discuss the forming of a fire district.
