The August 16, 1976, meeting of the Village of Dublin council was called to
order by Mayor Charles Coffman. Roll call - William Callahan, present; Ronal
Geese, present; Catherine Headlee, present; Charles Hioks, present; Robert
Karrer, present; Wilbur Ulrey, present. The minutes of the August 2 meeting
were read, Ulrey moved~approval of the minutes, Geese seconded, all voted in
favor of the minutes. The following bills were submitted for payment:

Hicks moved payment of the bill~, Callahan seco~d, all voted in favor.

The clerk read fetters from Larr,y Schaefer concerning the referendum petitions,
and a letter from planning and zoning recommending approval of the Heartland
Final Development Plan.
Mayor Coffman reopened the public hearing on Ordinance 46-76, concerning the
granting of variances, after further discussion Callahan moved the following

amendment, WhlCh would change the character of land use, Geese seconded, all
voted in favor of the amendment, Geese moved that the fol~ng amendment
also be added, the result of which would be a different zoning use of the
property, Callahan seconded, vote on second amendment, Cailil.ahan, yes;.'Gjlese,
yes; Headlee, yes; Hicks, yes; Karrer, no; Ulrey, yes. V~te on ordinance
46-76 Callahan, yes; Geese, yes; Headlee, yes; Hicks, yes; Karrer, no;
Ulrey, yes. Ordinance passed 5-1.

Ordinance 57-76 concerning water wells in the village was introduced by Geese
as an emergency ordinance and read for the first time, Ulrey moved to dispense
with the three time reading rule, Geese seconded, all voted in favor of the
motion and the ordinance. Before the vote on the ordinance Callahan moved th
following amendment, for the purpose of providing a potable water supply and
ordinance 06-60 is to be repealed, Karrer secomed and all voted in favor.
Ordinance 58-76 amending the fire code ordinance was introduced by Geese and
read for the first time, Geese moved to dispense with the three time reading
rule, Karrer seconed, Callahan, nor Geese, yes; Headlee, nor Hicks, no;
Karrer, yes; Ulrey, yes. Motion failed.
Ordinance 59-76 amenMing section 561 of the village zoning code concerning
the architectural review board was introduced by Ulrey and read for the
first time. Public hearing on Ordinance 59-76 was set for October 4, 1976.
Council approved liability insurance, discussed municipal building alterna-
tives, Summitview Road traffic and set the first meeting date in September
on the 7th.

Building inspector McCoy reported that a 8 inoh pipe had been installed under
a driveway in Muifeeld and that P & Z had approved, after discussion Callahan
moved that council instruct Muirfield Ltd and planning and zoning that a
village ordinance requires 12 ich pipe in all construction in the village and
that a variance be ~isBUed approving the 8 inch pipe that has been installed.
Karrer seconded, Callahan, yes; Geese, yes; Headlee, yes; Hicks, yes; Karrer,
yes; Ulrey, no. Passed 5-1.
Geese asked for council approval to head up a committee to E1udy the sign
