"..... ....... ....... The ma.yor opened a public hearing for ordinance 48-76 concerning a change to the POD zoning ordinance. No one asked to speak. Geese moved to untable ordinance 48-76, Callahan seconed, all voted in favor of untabling. Callahan moved to amend section 450.085 adding "if request is submitted prior to the . expiration date", Hicks seconded the amendment, all voted in favor of the amendment, all voted in favor of the ordinance. The mayor opened a public hearing for ordinance 46-76 concerning the granting of variances, Callahan moved to remove ordia~ance 46-76 from the table, Headle seoonded, all voted in favor of the motion and the ordinance was read for a thi time, after the public hearing with several people speaking, Geese made a motion to amend, adding after thereof, "which would change the oharacter of land use", after further discussion, Geese withdrew the motion to amend, Geese then moved to recess the public hearing until August 16 at 8:00 PM, Karrer seconded, vote to recess - Callahan, no; Geese, yes; Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes; motion to recess public hearing passed 5-1. ,.... Ordinance 53-76 an agreement between the village and Designers Forum, Inc. for a land use plan was read for a third. time, after discussion concenring the plan and initiative petitions concerning zoning the following vote was taken, Callahan, yes; Geese, no; Headlee, yes; Hioks, no; Karrer, no; Ulrey, no; Ordinance 53-76 failed 2-4. Resolution 40-16 determining to submit to the electors a $225,000.00 sewer issu was introduced by Karrer and read for the first time, Headlee moved to dispense with the three time reading rule and pass as an emergenoy measure, Hicks sec- onded, all voted in favor of the motion and the resolution. r- l.. Resolution 41-76 determining to submit to the electors the $315,000.00 sewer issue was introduced by Geese and read for the first time, Karrer moved to dispense with the three time reading rule and pass as an emergency measure, Geese seconded, all voted in favor of the motion and the resolution. Resolution 42-76 determining to submit to the electors the $446,000.00 water issue was introduced by Geese and read for the first time, Karrer moved to dispense with the three time reading rule and pass as an emergency measure, Ulrey seconded, all voted in favor of the motion and the resolution. Form No. 1097 ~ 11 chI August 2, n1276 continued 19 Ordinance 54-76 transfering from the general fund, $26,000.00 to the police safety fund and $13,000.00 to the street fund was introduced by Geese and read for the first time, Hicks moved to dispense with the three time reading rule and pass as an emergency measure, Karrer seconded, all voted in favor of the motion and the ordinance. ....... Ordinance 55-76 hiring Leah D Jordan as a clerical assistant at a starting salary of $3.20 per hour was introduced by Karrer and read for the first time, Ulrey moved to dispense with three time reading rule and pass as an emergency measure, Hicks seoonded, all voted in favor of the motion and the ordinance. ... Ordinance 56-76 amending ordinance 29-76 the Standard Construction REgulationi, concerning curbs, was introduced by Headlee and read for the first time, Karrer moved to amend the ordinance by adding that Planning and Zoning must approve, Geese seconded, all voted in favor of the amendment, Hicks moved to dispense with the three time reading rule, and to pass as an emergency measure Karrer seconded, all voted in favor of the motion and the ordinance. The clerk read a letter from the Parks and Recreations Committee recommending the park be named Green Glen Park, asking the village adminstrator to invest- igate the moving of the log cabin on the Guy property, and asking counoil to approve a request by the Dublin M'rea Players to use the park for a presentatio on August 19, 20, & 21. Callahan moved the park be named Green Geln park, Headlee seconded, vote- Callahan, yes; Geese, no; Headlee, yes; Hicks, yes; Karrer, no; Ulrey, no. Motion failed. Geese moved the park be named Coffman Park, Ulrey seconded, vote - Callahan, no; Geese, yes; Headlee,no; Hicks, no; Karrer, yes; Ulrey, yes; Mayor Coffman voted yes to break the tie, motion passed. ~ Council approved the Dublin Area Players Club's request to use the park for a performance on August 19, 20, & 21. Performance not to interfere with normal operation of the park and club is responbible for liability insurance. .... Council approved the adminstrator securing quotes to install the sanitary sewer on the park and maintainence property, work not to exceed $2500.00. Geese moved that council reconsider ordinance 49-76 naming Robin Geis as a permanent full time police officer, Karrer seconded, all voted in favor of reconsidering ordinance 49-76 and it was read by the clerk, vote on the ordinance - Callahan, yes; Geese, yes; Headlee, no; Hicks, yes; Karrer, yesf Ulrey, yes. Passed 5-1. ITed Bland appeared before council requesting the waiving of the sprinkler ~ requirement and asking for a conditional use from LI to CO on part of the property, council will not ~ on sprinkler requirment until fire chief officially rejects and Planning and Zoning to consider conditional use request. ~Callahan moved that council authorize Designers Forum to review all commercial zoning and submit recommendations for change and evaluate all existing ordinanc 9S on surface water drainage and recommend changes, Hicks seconded, all voted in favor of motion.
