The July 6, 1976, meeting of the Village of Dublin Council was called to order by Mayor Charles Coffman, roll call as follows: William Callahan, present; Ronald Geese, present; Catherine Headlee, absent; Charles Hicks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the June 21 meeting were read, Karrer moved approval, Geese seconded, all present voted in favor of approval of the minutes. "..... Resolution 27-76 granting Smith & Moler permission to construct a temporary force main in the village right-of-way was read for a third time. All pre- sent in favor of resolution 27-76, after it was amended to add a five year time limit on beginning of construction. Ordinance 48-76 amending ordinance 21-70, the POD section of the zoning code was read for a second time, Callahan moved to table until the public hearing, Geese seconded, all present voted in favor of tabling. i..- Ordinance 49-76 confirming the final appointment of Robin Geis as a police officer was read for a second time. Resolution 34-76 accepting certain sanitary sewer easements was introduced by Karrer and read for the first time, Ulrey moved to dispense with the three time reading rule, Geese seconded, all present voted in favor of the motion and the resolution. Ordinance 52-76 appointing Designers Forum, Inc as village planners was intro- duced by Ulrey and read for the first time, Geese moved the ordinance be amended by adding a thirty day cancellation clause by either party, Callahan seconded the amendment, all voted in favor of the amendment, Karrer moved to dispense with the three time reading rule, Hicks seconded, all voted in favor of the motion and the ordinance. Resolution 35-76 declaring the necessity to construct River Forest waterlines was introduced by Callahan and read for the first time, Callahan moved to dispense with the three time reading rule, Karrer seconded, all present voted in favor of the motion and the resolution. Mr. Conrad representing Dublin Properties ask council to consider a change in standards in a street, Ulrey moved, Callahan seconded to send the request to planning and zoning, all present voted in favor. Callahan asked the council to take some action concerning Heartland's final development plan. ~ The mayor praised Les Gates and his committee for the fine 4th of July celebration. ......
