Form No. 1097 ~ IIeldJUNE21,19'7~ 19 The June 21, 1970, meeting of the Village of Dublin council was caIUl to order by Mayor Charles COffman, roll call, William Callahan, present; Ronald Geese, present; Catherine Headlee, presnt; Charles Hieks, present; Robert Karrer, present; Wilbur Ulrey, present. The minutes of the June 7 meeting were read, Karrer moved approval of the minutes, Headlee seconded, all voted in favor. Resolution 27-76 granting Smith and Moler permission to use village right-a-way to construct a temporar,y force main was read for a second time. Ordinance 46-76 ameinding Ord # 21-70 cconcerning granting of variances was read for a secodd time. As this concerns a change in zoning, Callahan moved, Headlee seconded, to set a public hearing for ordinance 46-76 amending ordinancl 21-70 on August 2, 197~ at 8:00 PM and to have the third reading at thattime, all voted in favor. Resolution 32-76 authorizing the village adminstrator to contract with MORPC for storm drainage study was introduced by Geese and read for the first time, Callahan moved to dispense with the three time reading rule, Headlee seconded, all voted in favor of the motion and the resolution as an emergency measure. r- '-- Ordinance 47-76 setting criteria for hiring and promoting employees was intro- duced by Geese and read for the first time, Geese moved to table for further study, Hicks seconded, all voted in favor of tabling, Mayor Coffman appointed Ulrey, Hicks, and Callahan on a committee to dudy. Oltdinance 48-76 amending ordinance 21-70 in the POD section was introduced by Callahan and read for the first time, Callahan moved to set a public hearing for ordinance 48-76 on August 2, 1976 at 8:00 PM, Geese seconded, all in favor. Ordinance 49-76 confirming the final appointment of Robin Geis. as a full time police officer was introduced by Geese and read for the first time. Resolution 33-76 directing Burgess and Niple to prepare plans for River Forest waterlines was introduced by Karrer and read for the first time, Callahan moved to dispense with the three time reading rule, Ulrey seconded, all voted in ~o of the motion and the resolution as an emergency measure. Minutes of Village of Dublin Hell/June. 21, 1976 continued 19 OrcU.nance 50-70 dealing with an agreement with Burgess and Niple and the villa~ ~ for engineering services was introduced by Karrer and read for the first time, Karrer moved to dispense with the three time reading rule, Ulrey seconded, all voted in favor of the motion and the ordinance. Ordinance 51-76 authorizing the village adminstrator to advertise for public J. officials liability insurance was introduced by Geese and read for the first tim~ Callahan moved to dispense with the three time reading ru*e, Headlee seconded, all voted in favor of the motion and the ordinance as an emergency measure. Council discussed maintainence contract for police radios, fines for valdalism, 1977 budget and police salaries. Council discussed the extension of time to the developers of Heartland, Callahan moved that council advise the mortgage company that since procedures as provided in section 21.70 were not followed that the final development plans would not be accepted, no second. Solicitor Richrdson to further study and clarify his earlier opinion concerning this extension.
