Ulrey, present. The minutes of the April 19 meeting were read, Karrer moved
approval of the minutes, Hicks seconded, all voted in favor of approval.

Karrer moved payment of the bills, Ulrey seconded, after some discussion about
police bills, Callahan voted ye,; Geese, yes, abstaining of Contiental Office
bill, Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes.

Gene Fulscher objected to bill for office funriture for the police, and the
amount of the solicitor's monthly bill. The clerk read a letter from the
village adminstzator concerning EfA grant for sewer funds, letter from Ron
Davis, supporting Don Richardson, and a letter from the Chamber of Commerce
protesting the requirements of sprinkler systems in the fire code.
Seese moved Karrer 2nd, all voted in favor to untable
rd1nance 2~-76 employing Donald Rich~rdson as village solicitor ~
~, Callahan moved that an amendment be added concerning cancellation
by either party with 30 days notice, Headlee sconded the amendment, all voted
in favor of the amendment, all voted in favor of the ordinance.
Ordinance 27-76 authorizing the mayor to appoint a lietenant and a sergeant
to the police department was read for a third time, vote as follows: Callahan,
no; Geese, yes; Headlee, yes; Hicks, no; Karrer, yes; Ulrey, yes.

Ordinance 29-76 adopting standard construction regulations, was read for a
third time, Callahan moved to table, adn after discussion withd~ew motion,
vote on ordinance, all voted in favor.
Callahan moved that council request planning and zoning to conduct discussions
:in reviewing requirements of construction regulations and subdivision require-
ments with respect to determine necessity and effectiveness of specified curb
form as respect to mountable curbs and/ or ditches. Geese seconded, all voted
in favor of the motion.

Ordinance 35-76 amending Ordinance 27-74 subdivision regulations was read for
a second time.

Ordinance 33-76 accepting bids for sprinklers and alarm system was read for a
second time.
Ordinance 34-76 authorizing the clerk to transfer $10,000.00 from the general
fund to the street construction, maintainence & repair fund was read for a
second ti,me, Geese moved to dispensewith the three time reading rule, Karrer
seconded, all voted in favor of the motion and the ordinance.
Resolution 24-76 authorizing the village solicitor to represent village
officials and employees was read for a second time.
Ordinance 36-76 requiring full time village employees to undergo physical
examinations at least every two years was read for a second time.

Richard Hays to sergeant was introd.uced by Ulrey and read for the first time.
Ordinance 38-16 authorizing the village adminstzator to advertise for bids
for raad improvements was introduced by Hicks and read for the first time,
Geese moved to dispense with the three time reading rule, Karrer seconded,
Callahan, no; Geese, yes; Headlee, yes; Hicks, yes; Karrer, yes; Ulrey, yes.
All voted in favor of the ordinance.

Ordinance 39-16 creatling the position of clerical assistant was introduced by
Callahan and read for the first time.
Resolution 25-16 declaring the necessity of issuing bonds for the construction
of RiverForest Waterlines was introduced by Karrer and read for the first time.
Ordinance 40-16 granting a variance to WEndy's IntI. from the requirements of
the fire code ordinance 36-14 was introduced by Karrer and read for the first
time, ~epresentatives from Wendy's and Smith and MOler spoke in opposition
to the sprinkler requirement part of the cOde, Lt Buker of the fire departmeni
was asked by Mayor Coffman to explain this area of the fire code, Callahan
voed, Karrer seconded, that council direct the solicitor to grant appeal to
Wendy's when they go through the appeal process, all voted in favor of the
motion, Hicks moved to table ordinance 40-16, Callahan seconded, all voted in
favor of the motion to table.
Ordinance 41-16 confinning the appointment of Terry B Bartow as a reserve policle
officer was introduced by Ulrey and read for the first time.
The mayor asked Bill ~allahan, Ron Geese to serve with Lt Buker on a committee
to study the fire COde, Callahan asked not to be on the committee, and
was replaced by Bob l'arrer.
eouncil and the mayor approved the writing of a letter to the Dublin Forum
supporting the library levy. Council granted pennission to Sheldon to get
printing costs of a village income tax information phamphlet. Mayor Coffman
announced the resignation of Ward Foster from the planning and zoning board,
the mayor asked that interested person contact him. The mayor announced the
Boy Scouts had preliminary plans for a infonnation center at the West edge of
the village near the outerbelt. Sheldon noted three items, 1) need of replace
ment of guard rails on state route #251, village share $9000.00 of $45,600.00.
2) executive session needed to discuss engineer & planner proposals, 3)
EPA grant and needed infonnation needed concerning tax issues. "M7(; IWt.o()
