The April 19, 1976, meeting of the Village of Dublin council was called to order by ading president Robert Karrer, presiding in the absence of the mayor and council president. Roll call: William Callahan, present; Ronald Geese, present; Catherine Headlee, present; Charles Hicks, present; Robert Karrer, presiding; Wilbur Ulrey, absent. The minutes of the April 5 meeting were read, Headlee moved approval, Hicks seconded, all present voted in favor. The minutes of the special meeting of April 9 were read, Hicks moved approval, Geese seconded, all present voted in favor. Mr. Findlay of Wendy's International explained thier new building plans and asked coun~il to review the sprinkler system requirements of ordinance 36.-74 Ordinance 23-76 employing Donald Richardson as village solicitor was read for a third time, Headlee moved to table, Geese seconded, all four present voted in favor of tabling. OroJinance 27-76 authorizing the mayor to appoint a police lieutenant and a setgeant was read for a second time. '-- rdinance 29-76 adopting "Standard Construction Regulations" was read for a second time. rdinance '3~ for the issuance of notes for construction of the Sawmill Road o Coffman Road~rline was introduced by Hicks and read for the first time, icks moved to dispense with the three time reading rule, Headlee seconded, 11 present voted in favor of the motion and the ordinance. ,... rdinance 32-76 accepting the bids of Columbus Asphalt and Howard Zimmer Bldrs or the Coffman Road Park Development was introduced by Callahan and read by he clerk, Headlee moved to dispense with the three time reading rule, Geese econded, all present voted in favor of the motion and the Ordinance. (On April 0, when the village adminstrator found that he had inadvertently mis-informed ouncil of the bid process on said improvement, he polled the members present t the April 19 meeting, by telephone, and explained to them that the bid pro ess called for awarding of the entire contract to one contractor. All members lIed, concurred unamimoisly that the complete job should have been, and was hereby, awarded to Columbus Asphalt) rdinance 33-76 accepting bids for the sprinkler and fire alarm system from uperior Sprinkler in the amount of $4770.00 was introduced by Hicks and t'ead y the clerk, Hicks moved to dispense with the three time reading rule, Headlee econded, Callahan, no; Geese, yes; Headlee, yes; Hicks, yes; Karrer, presiding; lrey, absent. Motion failed. Ordinance 34-76 authorizing the transfer of $10,000.00 from. the general fund to the street fund was introduced by Geese and read for the first time. Resolution 24-76 authorizing the solicitor to represent village officials and employees was introduoed by Geese and read by the clerk for the first time. Ordinance 36-76 requiring all village employees in the po~ice and maintainence department s to undergo physical examinations at least every two years was introduced by Geese and read by the clerk for the first time. -, ""'" Hicks moved, Callahan seconded the village acoept the final plat plan of Muirfield Ltd., phase 4, part 1, all present voted in favor. Geese moved, Headlee seconded that Burgess and Niple proceed with the flying of the village area for ma.pping the sewer area, 'All present voted in favor.
